Job Title: Crew and Navy Welfare Liaison Officer
Location: Port Harcourt, Rivers

Job Purpose
The Crew and Navy Liaison Officer is responsible for coordinating interactions between Tamrose vessels, crew members, and naval/regulatory authorities to ensure smooth and compliant marine operations.
The role ensures that all company vessels are appropriately cleared, crew are properly documented, and that all naval and maritime security protocols are fully adhered to.
It also supports crew logistics, regulatory compliance, and the timely resolution of operational bottlenecks involving the Navy, Marine Police, NIMASA, NIWA, and other agencies.
Key Responsibilities
Navy & Security Liaison:
Serve as the primary contact between Tamrose and the Nigerian Navy for operational clearances, vessel movement approvals, and maritime security coordination.
Facilitate issuance and renewal of naval movement permits, port entry/exit clearances, and operational endorsements.
Liaise with naval commands and Marine Police for escort arrangements, patrol updates, and operational safety matters.
Maintain up-to-date knowledge of naval regulations and ensure company vessels operate in compliance with maritime security directives.
Represent Tamrose in official engagements and meetings with Navy and other maritime security agencies.
Crew Movement & Documentation:
Coordinate crew sign-on and sign-off processes in collaboration with the Crewing Officer.
Ensure all crew possess valid naval and regulatory clearances before joining or departing vessels.
Manage the issuance and renewal of security passes, port permits, and identification cards.
Verify crew lists and crew change requests for accuracy before submission to the Navy, NIMASA, or port authorities.
Liaise with immigration and port officials during crew embarkation and disembarkation.
Regulatory Compliance & Documentation:
Support compliance with all NIMASA, NIWA, and DPR/NUPRC requirements relating to vessel operation and manning.
Ensure that all required naval and security documents (permits, escort letters, security clearances) are current and accessible.
Maintain a comprehensive database of vessel clearances, approvals, and correspondence with naval or government authorities.
Track expiry dates for all security permits and proactively initiate renewal processes.
Assist in the preparation and submission of regulatory reports and audit documentation.
Operational Support:
Provide on-ground support for vessel clearance at ports, jetties, and offshore locations.
Coordinate with logistics and marine operations teams to ensure timely vessel dispatch and crew movements.
Escalate potential delays or regulatory issues that may affect vessel readiness or contractual delivery.
Collaborate with the HSSE team to ensure that all operations align with Tamrose’s safety and security protocols.
Support internal audits and external inspections by providing accurate and complete liaison documentation.
Relationship & Stakeholder Management:
Develop and sustain positive working relationships with Navy, Marine Police, NIMASA, NIWA, Port Authorities, and other regulatory officials.
Maintain a professional image of Tamrose in all external engagements.
Foster collaboration between the crew, vessel masters, and shore-based operations to ensure compliance and operational efficiency.
Serve as a trusted point of contact for resolving issues relating to crew welfare or security during naval interactions.
Qualifications, Experience & Skills
Education: Bachelor’s Degree in Marine Studies, Nautical Science, Business Administration, Public Administration, or related discipline.
Experience: Minimum of 3–5 years of experience in marine operations, crewing, or maritime liaison functions, preferably with exposure to the Nigerian Navy and regulatory agencies.
Knowledge & Competence:
Strong understanding of Nigerian maritime laws, port clearance procedures, and naval coordination.
Familiarity with offshore logistics operations and vessel certification requirements.
Sound knowledge of security clearance and regulatory documentation processes.
Technical Skills:
Proficiency in MS Office Suite (Word, Excel, Outlook).
Excellent record-keeping and reporting skills.
Strong communication and negotiation abilities.
