Job Title: Quality Assurance / Quality Control Manager
The QA/QC Engineer will oversee all quality assurance and control functions for construction and equipping of the project, ensuring that structural, architectural, MEP works and medical facility installations meet design intent, engineering standards, regulatory requirements, project specifications and, and aligned with international best practices.
This role requires a Civil/Structural Engineer with deep knowledge of design interpretation, construction supervision, and quality systems implementation.
The QA/QC Engineer will work closely with different teams to ensure ≥95% compliance with design specifications, zero major structural non-conformances, and ≥98% adherence to inspection and testing schedules, while guiding teams in achieving consistent quality, safety, and technical excellence throughout project life cycle.
Key Responsibilites
Quality Assurance and Control:
Develop, implement and manage the project quality management plan (QMP), inspection and test plans (ITP), method statements, and quality control procedures.
Ensure that all construction activities, materials, and workmanship comply with approved drawings, technical specifications, codes, and standards.
Lead inspection and testing programs for civil, structural, and architectural works, ensuring ≥98% adherence to the approved quality standards and processes.
Coordinate quality audits, document findings, and oversee corrective/preventive action implementation.
Quality Control Inspections and Monitoring:
Conduct regular site inspections of civil, structural, architectural, MEP, and specialized healthcare facility works.
Review and verify that structural, architectural drawings, materials, equipment, and workmanship comply with approved drawings, specifications, and relevant codes.
Provide on-site supervision and technical guidance to ensure structural elements are constructed according to approved designs.
Liaise with the structural team to verify and approve rebar schedules, formwork layouts, load paths, and structural member dimensions prior to construction.
Oversee incoming materials inspection and verify quality before use or installation.
Monitor subcontractor and supplier performance against agreed quality standards.
Liaise with design consultants and contractors to resolve design discrepancies and issue technical clarifications.
Stakeholder and Contract Coordination:
Work closely with the Design Manager, Project/Site Manager, and Construction Team to ensure technical alignment across disciplines.
Supervise the structural team, contractors, QA/QC personnel to ensure uniform implementation of quality policies.
Interface with third-party laboratories, regulatory bodies, and consultants for testing, certification, and approvals.
Non-Conformance Management and Documentation:
Maintain quality records, including inspection reports, non-conformance reports (NCRs), material test results, and design revisions.
Identify and document non-conformances (NCRs) and ensure corrective and preventive actions are taken.
Escalate critical quality issues to the Project Management for immediate resolution.
Track the closure of NCRs and maintain a log of all quality-related issues.
Ensure 100% traceability of materials and workmanship through proper documentation.
Collaborate with the document control team to establish and enforce document control procedures to maintain integrity of quality documentation.
Testings, Performance Monitoring and Reporting:
Track quality metrics such as non-conformance rates, rework costs, inspection compliance, as-built verification and test results.
Coordinate laboratory and field tests for concrete, steel, welds, electrical systems, HVAC, and other project components.
Witness and document all commissioning tests for medical equipment and building systems.
Ensure ≤2% rework rate and zero major structural quality failures.
Maintain quality records including inspection reports, test results, certificates, and as-built verification.
Compliance and Regulatory Engagement:
Ensure compliance with Nigerian building codes, hospital facility standards, HSE regulations, and any international accreditations targeted for the hospital.
Support inspections by regulatory bodies and provide all required documentation for certification or licensing.
Stay updated on relevant legislation and quality benchmarks for healthcare facilities.
Continuous Improvement and Training:
Recommend improvements to quality systems, tools, and processes.
Conduct toolbox talks and quality awareness sessions for site teams and subcontractors.
Share lessons learned and best practices to prevent quality failures.
Required Qualifications
Education: Bachelor’s degree in Civil or Structural Engineering (Master’s degree in Structural/Construction Engineering an advantage).
Certifications: Professional registration with COREN or equivalent body is mandatory, professional certifications in Quality Management (ISO 9001 Lead Auditor, ASQ CQE, etc.) is preferred.
Experience: 10 – 15+ years of experience in QA/QC and construction supervision, including ≥5 years in structural design review and interpretation on large-scale projects (healthcare, institutional, or high-rise preferred).
Proven knowledge of structural design codes (Eurocodes, BS, ACI, ASCE, etc.) and material testing standards.
Strong experience in inspection, testing, non-conformance management, and QA/QC documentation.
Familiarity with BIM/Revit, AutoCAD, and project management tools (Primavera P6, MS Project).
Skills and Competencies:
In-depth technical knowledge of structural design, QA/QC procedures, testing standards, and construction codes, concrete works, reinforcement detailing, and finishing quality standards.
Excellent leadership and supervisory skills.
High attention to detail, analytical mindset, and problem-solving ability.
Excellent communication and reporting skills, with the ability to coordinate across multiple disciplines.
Ability to work under pressure with integrity, accountability, and commitment to quality excellence and continuous improvement without compromising relationships.
Proficiency in Microsoft Office and QA/QC software tools.
