Job Title: Head Quality, Health, Safety, and Environment (QHSE) - Marine Operation
Location: Port Harcourt, Rivers

Job Purpose
The Head, QHSE is responsible for the strategic leadership, implementation, and continual improvement of Tamrose’s Quality, Health, Safety, and Environmental Management Systems across all operations, including marine, logistics, and onshore activities.
The role ensures compliance with international maritime regulations, Nigerian statutory requirements, and global best practices while driving a proactive safety culture that safeguards people, assets, and the environment.
Key Responsibilities
QHSE Strategy & Leadership:
Develop and implement a comprehensive QHSE strategy aligned with Tamrose’s business objectives and core values.
Lead the design and deployment of QHSE policies, frameworks, and programs across all sites and vessels.
Champion a proactive safety culture through visible leadership, engagement, and accountability at all organizational levels.
Integrate QHSE principles into operational planning, vessel management, and project execution.
Provide leadership and direction to the QHSE team, ensuring competence development, motivation, and performance.
Regulatory Compliance & Certification:
Ensure full compliance with international and local maritime safety and environmental regulations (ISM, ISPS, MARPOL, SOLAS, MLC, NIMASA, NIWA, DPR, NESREA, etc.).
Oversee compliance with ISO standards (ISO 9001, ISO 14001, ISO 45001) and maintain certification status.
Liaise with regulatory bodies, classification societies, clients, and auditors on QHSE matters.
Monitor changes in legislation and ensure timely updates to company systems and procedures.
Coordinate statutory inspections, audits, and certifications of vessels, facilities, and equipment.
Risk Management & Incident Control:
Establish and maintain a robust risk management system to identify, assess, and control operational risks.
Lead the development and periodic review of the company’s Risk Register, Emergency Response Plan, and Safety Case.
Oversee investigation and root cause analysis of incidents, near-misses, and non-conformities.
Ensure corrective and preventive actions (CAPA) are implemented, tracked, and verified for effectiveness.
Conduct regular emergency drills and simulations in coordination with marine and operations teams.
Safety Operations & Oversight:
Monitor daily operational activities (marine, logistics, engineering, workshops, etc.) to ensure adherence to safety standards.
Oversee vessel and worksite inspections, toolbox talks, hazard identification (HAZID), and risk assessments (JSA, PTW).
Promote behavioral-based safety (BBS) programs and continuous employee engagement in safe work practices.
Ensure adequate PPE availability, proper use, and compliance with safety protocols.
Track safety KPIs such as LTIFR, TRIR, near misses, and hazard observations, and ensure continuous performance improvement.
Environmental Management:
Develop and implement environmental policies and procedures in compliance with national and international standards.
Oversee waste management, pollution prevention, and spill response programs for marine and shore-based operations.
Monitor and report environmental performance indicators (emissions, waste, water quality, energy use).
Ensure alignment with MARPOL Annex I–VI requirements and conduct periodic environmental impact assessments (EIA).
Quality Assurance & Continuous Improvement:
Oversee implementation of the company’s Quality Management System (QMS) in line with ISO 9001 requirements.
Ensure consistent application of operational standards, SOPs, and quality controls across all business units.
Conduct regular internal audits and management reviews to drive process improvement.
Foster a culture of continuous improvement through training, feedback loops, and innovation.
Collaborate with technical and operations teams to analyze performance trends and implement improvement actions.
Training, Awareness & Competence Development:
Develop and implement QHSE training programs tailored to different operational levels (office, field, vessel).
Conduct regular safety inductions, refresher trainings, and emergency preparedness drills.
Evaluate training effectiveness and ensure all personnel meet competence requirements for their roles.
Mentor QHSE officers and coordinators in field operations.
Reporting & Documentation:
Ensure accurate and timely documentation of incidents, inspections, audits, and performance reports.
Prepare monthly, quarterly, and annual QHSE performance summaries for executive review.
Maintain and update the QHSE management documentation (manuals, procedures, risk registers, policies).
Develop analytical dashboards for management visibility of safety and compliance performance.
Qualifications, Experience & Skills
Education:
Bachelor’s Degree in Engineering, Marine Studies, Environmental Science, or related field. Master’s Degree or MBA is an advantage.
Experience:
Minimum of 10–20years’ progressive experience in QHSE management within the marine, oil & gas, or logistics industry, with at least 5 years in a senior leadership role.
Certifications:
ISO 9001/14001/45001 Lead Auditor certification.
NEBOSH/OSHA/IOSH certification required.
ISM/ISPS Code knowledge essential.
Offshore safety training (BOSIET) preferred.
Technical Skills:
Strong understanding of international and Nigerian QHSE regulations and standards.
Excellent incident investigation and root cause analysis skills.
Experience with QHSE software systems and digital reporting tools.
Proficient in MS Office and Power BI for performance analysis.
