Job Title: Bids and Tender Officer
Location: Port Harcourt, Rivers

Job Purpose
The Bids & Tender Officer will be responsible for the preparation, coordination, and submission of high-quality tender and prequalification documents for marine and oil & gas service contracts.
The role ensures that all bids and proposals are accurate, compliant with client requirements, and submitted within deadlines. It supports the commercial team in maintaining tender documentation, tracking bid opportunities, and ensuring continuous process improvement in proposal management.
Review bid invitations (ITTs, RFQs, RFPs) to understand scope, requirements, and submission criteria.
Coordinate the preparation of technical and commercial proposals in alignment with company standards.
Collate and format supporting documents including certifications, vessel particulars, compliance forms, and past performance records.
Liaise with internal stakeholders (Operations, Finance, Technical, QHSE, HR) to gather input data for bid development.
Ensure timely submission of complete and compliant tender documentation.
Maintain a digital and physical archive of all submitted tenders and correspondence.
Documentation & Compliance:
Ensure all prequalification and tender documents comply with client and regulatory requirements (e.g., NCDMB, NIPEX, DPR/NUPRC).
Maintain a library of up-to-date company documentation (certificates, organograms, insurance policies, tax clearance, etc.) for use in tendering.
Track renewal timelines for statutory and client registration platforms (NIPEX, NMDPRA, NAPIMS, NPA, etc.).
Verify the accuracy of pricing, vessel data, and supporting technical schedules prior to submission.
Bid Coordination & Tracking:
Maintain a detailed bid register and update management on bid status, deadlines, and outcomes.
Track bid opportunities through NIPEX, NCDMB portals, and client websites.
Coordinate bid clarifications and requests for additional information during the evaluation phase.
Support the preparation of post-bid presentations and client clarifications.
Reporting & Process Improvement:
Prepare periodic reports on bid submissions, win rates, and feedback analysis.
Maintain metrics for monitoring bid performance, efficiency, and process improvements.
Recommend process enhancements to improve bid turnaround time and document quality.
Assist in maintaining up-to-date templates and tender management tools.

Bachelor’s Degree in Business Administration, Engineering, Marine Studies, or related field.
Experience
4–6 years of experience in tender management, bid preparation, or commercial support within marine or oil & gas services.
Knowledge & Competence
Strong understanding of tendering processes and contract documentation.
Familiarity with NIPEX, NCDMB, and DPR processes.
Excellent document organization and formatting skills.
Technical Skills
Proficient in MS Office Suite (Excel, Word, PowerPoint).
Strong attention to detail and accuracy.
Good understanding of commercial terms and cost structures.
