Job Summary
Managing the Bank’s assets and liabilities and associated Treasury risks, ensuring the provision of funds for the company and compliance with all internal metrics and external regulations and deploying surplus funds into the Treasury portfolio.

Treasury Markets (TM) is a front-line markets execution division of Treasury, which plays a key role in balancing the supply and demand of liquidity and capital. TM is the first line of defence responsible for:
Managing Liquidity & Investment portfolio.
Managing Interest Rate Risk for the Banking book
Conducting the above in an efficient manner thereby maximising Group ROTE contribution.
Providing solutions to our partners leveraging our market insight.
Focus on collaboration to drive Group performance as a priority over country/ region benefit
Business
Liquidity Management
Primarily responsible for managing the liquidity pool of the overall Balance Sheet holistically (both Lcy & Fcy)
Prudent day-to-day and intraday management of the liquidity position in the country, including the day-to-day compliance with Group Policies and Guidelines, Local Regulatory requirements, local payment systems and nostro balances. This includes compliance with Cash Reserve Requirements (CRR) and Basel 3 LCR and NSFR.
Responsible for all cashflow management which includes tracking all inflows and outflows, gathering and posting inflows and outflows information into the blotter and investigate unmatched balances for unaccounted flows.
Monitor cashflow processing systems, e.g. RTGS, etc.
Manage Nostro accounts including funding requirements, perform Nostro transfers, investigate discrepancies and gather and post flow information into blotter.
Monitor and comply with the liquidity regulatory ratios / requirements and pre-empt funding requirements or surpluses and advise Head of TM accordingly.
Management of interest rate mismatch and risk positions to maximise returns (through P&L and MTM)
Managing operating costs
Investment Portfolio Management
Manage the TM investments portfolio with the objective of balancing liquidity and optimising financial resource utilisation (ECL, RWA, MtM / Capital) to maximise Group RoTE.
Provide timely and forward-looking market insights to ALCO, Regional and Global stakeholders highlighting opportunities and risks to liquidity, credit, and interest rate risk within the TM portfolio.
Provide accurate / reasonable projections on P&L and financial resource consumption, i.e. ECL, RWA and MtM, as and when required to enhance Group planning / disclosures.
Actively participate in IPM forums, bringing innovative ideas and borrowing best practice from other markets.
Perform any ad-hoc calculations or tasks as assigned by the People Leader with regards to LM & IPM.
Achieve desired RoTE by optimising investments to effectively manage ECL and RWA.
Processes
TM business and risk management processes are defined and governed in various risk, governance and control committees (e.g., TM PGC).
Ensure issues, suspicious activities and/or red flags are escalated immediately upon discovery.
Any delegation of formal authority is correctly documented and recorded accordingly and relevant location managers are informed.
Any operational losses are investigated and monitored to avoid recurrence. Root causes to be investigated and escalated to relevant management.
Approve daily reports including but not limited to Treasury Risk (TR), Group Market Risk (GMR) and P&L reports.
P&L Tracking
Track P&L and engage Treasury Markets PC to investigate any P&L anomalies.
Distribute the daily ITP/FTP rates to relevant parties.
Deal input
Ensure that deals / trades done are booked in the relevant systems as soon as they are confirmed – in accordance with relevant policies.
People & Talent
Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from the team and work in collaboration with risk and control partners
Risk Management
Ensure a full understanding of the risk and control environment in area of responsibility.
Monitor the daily movement of regulatory ratios, as per the country’s balance sheet manual and simulate impact large trade on the ratios when required by Head of TM.
REFI, Wholesale Borrowing, Stress test, MTFR and swapped funds guideline as detailed in the Treasury Risk. Flag any potential liquidity limit issues to the Head of TM for further action.

Strategic Management of the Bank’s Balance Sheet Risks
Ensure Statutory (both Group and local) Liquidity requirements and internal Group Limits are adhered to
Lead the way in the ALCO forum through active participation, providing ALCO members with timely balance sheet analysis and market information, ensuring other ALCO members are always engaged in an up-to-date Balance Sheet strategy that compliments the bank’s revenues aspiration.
Propose, negotiate and regularly advise on the Funds Transfer Pricing for the Bank, in a consistent manner and in compliance with the Group policies, taking into account local market dynamics.
Operational Management of the Country’s Balance Sheet Risks
Monitor daily liquidity ensuring adherence to all internal and external limits.
Monitor stressed liquidity conditions when required.
Ensure that all lending and investment decisions are made within Treasury Risk and Credit limits.
Ensure that all internal and external regulatory requirements are met as appropriate.
Governance
Take responsibility for guiding and influencing the ALCO to ensure the balance sheet of the Bank is managed in line with the relevant governance guidelines and standards
AML and client appropriateness - To ensure the business meets its obligations on the prevention of money laundering under the Group Policy and Standards and under local laws and regulations
Ensure all strategies, policies and processes in TM are aligned to ensure the delivery of fair dealing outcomes to our customers in accordance with the Group and local regulators’ Guidelines on Fair Dealing
Good relationship with regulators with ability to contribute & where possible influence policy formulation. Keep abreast of all the changes in the global environment and give the regulators a good feel of our strategy & what we're trying to achieve.

Qualifications
A First Degree or equivalent in any discipline and relevant professional certifications e.g. ACI, or Treasury Dealership Certificate
