Job Title: Lead Technical Safety Engineer

Job Description
The Lead Technical Safety Engineer establishes and oversees the technical safety framework for the Pipeline project during the conceptual/Pre-FEED phase.
They are responsible for defining key safety philosophies, coordinating participation in early hazard identification studies, and ensuring that inherent safety principles are considered in the developing design concept.
Responsibilities
Lead Safety Efforts: Manage and guide the Senior Technical Safety Engineer, ensuring the quality and timely delivery of all safety-related inputs and preliminary deliverables for the study.
Develop Safety Philosophies: Author the preliminary Safety Design Philosophy and potentially outline the Fire Protection Philosophy, establishing the fundamental safety principles and criteria for the project.
Hazard Management Coordination: Plan and coordinate the project team's input and participation in the required safety studies (HAZID, CDRA, preliminary HAZOP). Ensure appropriate discipline representation and preparation. May facilitate smaller, internal safety reviews.
Hazardous Area Classification Oversight: Oversee the development of the preliminary hazardous area classification schedule and drawings, ensuring alignment with relevant standards (e.g., API RP 500/505, IP
Risk Assessment Input: Provide high-level technical safety input for risk considerations during concept selection and layout development.
Interface Management: Liaise closely with all engineering disciplines (Process, Pipeline, Mechanical, Electrical, I&C) to integrate safety requirements into their designs. Review documents for safety implications.
Technical Integrity: Ensure safety concepts align with relevant industry standards (API, NFPA, etc.), best practices, and COMPANY's HSE requirements.
Deliverable Ownership: Take ownership of key safety deliverables like philosophies, coordination of safety study input, hazardous area classification basis, and safety sections of the study report.
Requirements
Bachelor's or Master's Degree in Engineering (Chemical, Mechanical, Safety, or related field).
Significant experience (typically 10+ years) in technical safety engineering within the oil and gas industry, including experience with pipeline projects.
Proven experience in leading technical safety efforts during conceptual and FEED stages.
Strong knowledge of hazard identification and risk assessment techniques (HAZID, HAZOP, QRA concepts), hazardous area classification, and relevant safety standards.
Experience in developing safety philosophy documents.
Lead Technical Safety Engineer 15+ years
Proven track record in Oil & Gas Engineering, Procurement, and Construction (EPC) projects.
Strong technical, analytical, and problem-solving abilities.
Excellent knowledge of international design codes and standards.
Proficiency in relevant engineering design and drafting software.
Demonstrated leadership, teamwork, and communication skills.
Ability to work effectively under pressure in a fast-paced project environment.
