We are recruiting to fill the position below:
Job Title: Director of Finance and Administration, REACH Malaria
Provide leadership in financial management, subcontract management, accounting, general administrative processes, and operations for REACH in Nigeria.
Oversee compliance with a focus on USAID, PATH, and statutory requirements and controls.
Lead annual budget development including managing the annual work plan, life-of-project and activity budgets, and ensuring compliance of expenditures with approved budgets; ensure the consistency, inclusion, and accuracy of costs and compliance with policy and practices, and work with staff in developing budgets for technical activities. Revise overall and sub-budgets as needed throughout the work plan year.
Maintain systems for budget monitoring and tracking that include financial and contractual data.
Provide routine pipeline analyses and accrual reporting to the CoP and Global DFA as well as ad hoc reports requested by the Project Director.
Perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analysing trends, and identifying gaps to ensure efficient and sound financial management.
Ensure strong subcontract development, management, and monitoring systems and processes are in place to ensure effective and timely issuance, reporting, compliance, and oversight of all subcontracts.
Monitor adjustments to work plan budgets.
Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the project has all the necessary funds for the operations.
Oversee project procurement, including ensuring segregation of duties, adequate competition, and cost-effective vendor selections in support of project operations, providing strategic leadership and support for efficient and effective procurement.
Review performance and internal controls of operations functions to identify strengths and weaknesses; support project management team and implementing partners to enforce reliable and reasonable controls for efficiency and effectiveness during program implementation.
Lead development of appropriate guidelines and SOPs for REACH Nigeria state-level offices and ensure that all the necessary facilities are in place and adequate. This includes appropriate and suitable furnishings, office supplies replenishment system, and safety and security for the staff.
Develop and oversee project operations for transport and travel, ensuring adherence to PATH and donor policies and developing appropriate processes and SOPs to ensure safe, effective, and compliant fleet management and project travel.
Ensure proper staffing and recruitment to enable timely delivery of services; facilitate and cascade goal setting and team assignments in support of project operations and delivery of programmatic services working closely with OIPH leadership and administrative teams.
Work with the OIPH Safety & Security Management Team to develop and implement project safety and security plan, conduct staff trainings, and ensure ongoing compliance.
Lead control, monitoring, and reporting of financial operations that include cash and treasury management and reporting and monitoring procedures, budgets and pipeline reporting/monitoring.
Required Experience & Skills
BSc / BA Degree in Accounting, Finance or relevant fields; MSc/MA/MBA or CPA/ACCA qualification highly desired.
At least 10 years managing or leading financial and operation teams, preferably with an international organization.
At least 7 years of relevant experience managing USAID awards, with preferred experience in managing USAID, USG contracts, and/or Grants under Contract.
