Job Title: Construction Engineer, Offshore
Location: Nigeria
Purpose
The Construction Engineer reports to the BN Principal Construction Engineer to deliver the Bonga North Topsides scope and tie-in beyond best-in-class HSSE and CAPEX performance ensuring the safe and flawless start-up (zero leaks) as well as safe and reliable operations of Asset post start up.
Bonga North Project is the development of new reservoirs through 16-well (8 producers + 8 injectors) tie-back to existing Bonga Main FPSO with 15 years life extension targeting around 352MMboe with associated subsea infrastructure and topside revamp scope.
The SURF scope comprises 8 subsea production trees and 8 water injection trees clustered around 2nos x 4-slot production, 4nos x 1 production inline tees, 1nos x 6-slot water injection manifolds,1 x 2-slot water injection manifold, 1 x 1 water injection inline tee, 8 production jumpers and 8 water injection jumpers.
The manifolds are connected to the FPSO by 10” x circa 26 km of subsea production flowlines and steel catenary risers (SCRs) in two flow loops and one 14” x circa 12 km water injection flowline and SCR. Services and control of the subsea and wells facilities is provided by circa 32 km of static and dynamic umbilical and circa 4 km of composite gas-lift umbilical.
Topsides modifications on Bonga main FPSO include engineering, procurement, fabrication, and installation of materials; an equipment-required modification and upgrades to the following facilities with a total additional dry weight ~ 1500 metric tonnes (MT).
Topside Upgrade involves installation one new water injection turbine driven pump and an upgrade of one of the existing Bonga Main pumps, addition of four new electric motor driven methanol injection pumps, addition of two corrosion inhibitor pumps as well as several tie-ins to existing system.
The project targets achievement of FID and FOD in 2024 and 2027/2028 respectively.
Accountabilities
The Construction Engineer supports the Offshore Construction Lead to plan, organise, develop and deliver the Topsides scopes of the Bonga North project up to Mechanical Completion.
After Mechanical Completion the role will support the commissioning and start-up organization with commission and start-up activities.
This role shall focus on the Mechanical, Electrical, Instrumentation and Automation elements of the offshore activities including integration of these elements on key packages.
The Construction Engineer shall support the development of realistic construction planning and sequence to be integrated into detailed design, fabrication and OEMs packaged delivery to prior to execution.
Responsibilities shall include but not be limited to:
Support the Offshore Construction Lead to deliver the BN Topsides development infrastructure with First Oil by 2027/ 2028, within budget and no LTI recorded.
Support the implementation of frontline workforce engagement plan, through effective coaching and delivery through the supervisors and foremen
Drive implementation of IOGP Construction Site Safety Standardization (CSSS) at Contractors fabrication and construction sites.
Support the BN project HSSE & SP, Risk of Repeated Failures, QA/QC and TIV targets. Ensure quality in execution with “right for time” mindset
Verify that the drawings and specifications provide adequate instructions for the work and advise the Offshore Construction Lead of any deficiencies or clarifications needed.
Support the development of realistic construction and installation schedules, materials take-off estimates, cost estimates, manpower levels prepared by EPCs, OEM and Specialist Contractors.
Assist the EPC-1 Package Lead(s) and their respective teams to prepare, validate, risk assess offshore execution plans and installation procedures as well as validate sequence and duration of activities – Electrical, Instrumentation and PACO Support detailed design and testing activities for Automation Packages
Liaise with asset representatives to ensure Asset specific requirements are captured in design and construction planning for Electrical, Instrumentation and Automation Scopes
Support constructability and safety reviews during detailed design of the projects, and during construction. Drive the construction planning early in design to ensure an efficient and safe offshore campaign.
Ensure that all work is to the required standard and that all drawings, specifications, inspections, and certifications are strictly adhered to.
Refine and implement strategies to enable effective construction and offshore execution, including standard processes and tools, Project Controls and Assurance Plan, and assurance/quality processes.
Manage timely mobilization and on-boarding of Company personnel required to execute the scope, ensuring that roles and objectives are clear to all personnel and that everyone is properly inducted with site and offshore policies and procedures prior to starting work at site
and offshore.
Prior to start of work, develop with the EPCM, OEM and Specialist Contractors a gap assessment of their proposed construction facilities, workforce, and competencies, and agree a plan for implementing necessary upgrades and training to meet the required project requirements.
Support the Construction team in proactive resolution of Site queries, managing interface with Technical Authorities (TAs) where required.
Maintain links with other ongoing major projects construction teams, company projects organisations, maintenance, operations and with the project unit partners to drive learnings, modularization, standardization, repeatability, common processes, and the leveraging of resources in design and execution.
Coordinate interface between Contractors and the Asset teams to ensure sufficient integration in scope planning and proactive support is established during execution.
Support Offshore Construction Lead, to deliver safe and efficient execution of offshore scope and ensuring timely completion, within budget, in accordance with relevant legislation, contract and procedures.
Communicate project priorities and strategies to Offshore Construction Supervisors.
Resource, develop and set up the Construction supervision team and site offices as required.
Monitor construction and offshore installation progress and ensure accurate progress reporting, highlighting, and resolving issues which could impact on quality, cost, schedule and/or HSE matters.
Support the deployment of appropriate digital solutions to facilitate efficient execution during construction and offshore installation.
Position Dimension and Special Challenges
BN is a Flagship mega-project with high visibility and significant technical and brownfield complexity.
EPC 1 Contractor is a new, multinational consortium of 4 key parties with internal interfaces and separate payment arrangements which is untested. Managing construction site safety in view of the large number of workers with differing levels of safety knowledge and motivation.
Design activities concentrate on highly unique topics (not guided by procedures or precedents). Realistic construction planning and execution strategies needs to be captured early in detailed design.
Works in an environment with highly complex installations and operations with high potential impact on performance of own business area.
Integrates diverse disciplines and third-party contractors to achieve project delivery.
Scale and severity of consequences if things go wrong are moderate/high and involve complex stakeholder management.

Position will be based onshore during Detailed Engineering and Construction Planning Phase, then transition to Offshore for execution.
Qualification and Experience
The Construction Engineer shall have minimum of a Bachelor’s Degree in Engineering with a minimum of 10 years’ experience in constructing offshore projects, preferably deepwater (detail design, construction, installation, commissioning and start-up).
The candidate shall have at least 6 years work experience directly related to managing construction planning and execution on brownfield projects. Past work experience in the Gulf of Guinea (GoG) particularly in Nigeria will be preferred.
He/She shall meet the following requirements:
Experienced in Brownfield Offshore Construction, preferably in Mechanical, E&I installation, Control and Safety Systems Upgrades.
Experienced with working with both Tier 1 and 2 EPC Contractors.
Experienced with working with Specialist Automation OEM Vendors
Skilled in application of industry codes and standards
Demonstrated capability to proactively implement plans and follow through with sustained execution, meeting project milestones.
Experience in managing EPCM, OEM and Specialist Contractors.
Excellent communication skills (written and verbal) and ability to work across organizational boundaries.
Ability to work with and influence multi-disciplinary and multi-cultural teams, Company management and Stakeholder management.

The Construction Engr offshore is under resourced for the work volumeespecially as the project transitions into detailed engineering.
