Job Title: Policy Manager

Job Description
The Policy Manager will lead the design, development, and implementation of the organization’s policy and advocacy initiatives. He will oversee research, policy reviews, analysis, and stakeholder engagement efforts to influence policy outcomes and strengthen the organization’s positioning within the development and governance space. The role requires strategic thinking, and a strong understanding of policy processes, government relations, and evidence-based advocacy.
Job Responsibilities
Lead the development, review, and implementation of organizational and sectoral policy frameworks, strategies, and guidelines.
Conduct regular policy reviews to assess relevance, effectiveness, and alignment with evolving national and global priorities.
Oversee and contribute to policy research, analysis, and synthesis of evidence to inform decision-making and advocacy.
Develop policy briefs, position papers, and technical submissions that clearly articulate organizational positions on key issues.
Monitor legislative, political, and socio-economic developments to identify emerging trends and policy opportunities.
Provide technical support and guidance to program teams on integrating policy objectives within project design and implementation.
Facilitate consultations, dialogues, and policy review meetings with government agencies, civil society, and development partners.
Coordinate the organization’s participation in policy reform processes, working groups, and advocacy coalitions.
Strengthen the organization’s internal policy systems through periodic reviews, capacity building, and compliance monitoring.
Support donor engagement and proposal development for policy and governance-related initiatives.
Represent the organization at policy platforms, ensuring visibility and strategic positioning.
Document policy outcomes, lessons learned, and best practices for dissemination and learning.
Qualifications / Job Requirements
Master’s Degree or Bachelor’s degree in Public Policy, Political Science, Law, Economics, International Development, or related field.
Minimum of 5 years of relevant experience in policy analysis, policy development, governance, or advocacy roles.
Proven track record in conducting policy reviews, research, and developing evidence-based recommendations.
Strong understanding of policy formulation processes, legislative systems, and government relations.
Excellent writing, communication, and stakeholder engagement skills, with experience producing policy documents and technical reports.
Demonstrated ability to manage policy initiatives and multi-stakeholder partnerships.
Strong analytical, critical thinking, and problem-solving abilities.
Proficiency in Microsoft Office Suite and familiarity with policy analysis tools or frameworks.
