About the Role
The Monitoring & Evaluation Advisor will lead the development and monitoring of project indicators, assess progress, and evaluate outcomes to ensure the project’s goals are met.
Job Responsibilities
Lead the design and operationalization of the project’s Monitoring, Evaluation, and Learning (MEL) framework, ensuring alignment with organizational and donor requirements.
Develop key performance indicators (KPIs), logical frameworks (logframes), and data management systems that measure progress toward project outcomes.
Ensure M&E plans capture both quantitative and qualitative dimensions of project performance.
Oversee the collection, verification, and analysis of data to monitor project implementation and output delivery.
Establish data quality assurance mechanisms, ensuring consistency, reliability, and integrity of information.
Maintain updated databases, dashboards, and tracking tools for real-time performance monitoring.
Design and coordinate baseline, midline, and endline evaluations to measure project results and impact.
Lead qualitative and quantitative assessments to identify success factors, challenges, and lessons learned.
Facilitate adaptive learning processes, using evaluation findings to inform strategic and operational decision-making.
Define and monitor project indicators in line with performance frameworks, donor reporting requirements, and national development priorities.
Ensure disaggregated data collection (e.g., gender, location, age) to capture inclusion and equity outcomes.
Regularly update indicator reference sheets and performance monitoring plans (PMPs).
Prepare timely M&E reports, dashboards, and presentations summarizing progress, trends, and evidence-based insights.
Support preparation of donor reports, annual reviews, and strategic briefs by providing accurate and relevant M&E data.
Provide mentorship and technical guidance to project teams and partners on data collection, analysis, and reporting.
Conduct training sessions on M&E systems, performance tracking, and evidence-based learning.
Build institutional capacity for data-driven decision-making and continuous improvement.
Liaise with government agencies, partners, and donors to align project M&E frameworks with broader development indicators.
Ensure adherence to ethical data management practices, safeguarding participant confidentiality and data protection standards.
Verify that M&E processes comply with donor, organizational, and national reporting requirements.
Promote a culture of accountability, transparency, and evidence use within the project and across stakeholders.
Qualifications/Job Requirements
Master’s Degree in Economics, Statistics, Development Studies, Public Policy, Monitoring and Evaluation, or other relevant social science or quantitative field.
Minimum of 7–10 years of professional experience in monitoring, evaluation, and learning within development, research, or donor-funded programmes.
Proven experience designing and implementing M&E frameworks, logical frameworks, and performance monitoring plans (PMPs).
Strong background in quantitative and qualitative data analysis, indicator tracking, and impact evaluation methodologies.
Experience developing and managing data collection tools, databases, and dashboards for performance monitoring.
Familiarity with donor reporting standards and frameworks (e.g., USAID, FCDO, UN, World Bank, AfDB).
Demonstrated ability to translate evaluation findings into actionable recommendations for programme improvement.
Experience building capacity of project teams and partners in M&E systems, data collection, and evidence-based reporting.
Proficiency in analytical and data visualization tools such as Excel, Power BI, SPSS, or Stata.
High level of analytical thinking, attention to detail, and commitment to accuracy, accountability, and learning.
