Job Purpose / Objective
To deliver construction engineering, involving planning, preparations and execution activities with deliverables for assigned projects and ensure timely completion to the required quality standards considering safety and ethical compliance.
Key Responsibilities
Adhere to and work in line with company guidelines on Health, Safety, Security, and Environment (HSSE) and Ethics & Compliance.
Drive the implementation of construction engineering and execution requirements in the design, fabrication, testing, installation, pre-commissioning, and commissioning of assigned project. Ensure the final products delivered meets the applicable code requirements as well as the project scope of work and specifications.
Be responsible for delivery of assigned activities for the BN EPC1 Projects Portfolio from Detailed Design, Construction, Commissioning and Handover.
Responsible for managing the planning, design, directing, coordinating and supervision of construction activities for deliverables.
Facilitate Constructability and construction readiness reviews and be responsible for design reviews to ensure constructability requirements are embedded in design and designs are safe.
Develop construction execution strategy, construction execution and workface execution plans.
Responsible for reviewing and inspecting all drawings and designs prior to implementation.
Expected to be subject matter experts on constructability requirements and complete routine tests to ensure all legal regulations are complied with.
Ensure adherence to Shell HSSE standards and to deliver within budget i.e. cost control and accounting, schedule, and quality requirements. JOB PROFILE
Managing delivery via contractors and resources drawn from the matrix organization.
Develop the scope of assigned project and progress though the relevant decision gates.
Preparation of construction execution packages to define and assure the scope, with execution requirements as appropriate for the project.
Preparation of deliverables in alignment with the Company requirements
Must be capable of determining the organizational structure required to accomplish the assigned project functions efficiently and in accordance with approved plans and schedules.
Responsible for ensuring assurance of construction schedules and management of cost related components towards project goals safely and efficiently as required.
Stakeholder management and engagement with relevant parties associated with interfaces and integrations for project success
Implementation of contract strategy to execute the assigned scope.
Manage the relationships with various discipline engineers, contract packages and other stakeholders.
Ensure projects are performed in accordance with the terms and conditions in the relevant contract documents.
Provide adequate guidance and leadership to the design and planning personnel in the development of the project plan.
Planning, managing, and integrating scopes & resources allocations in brownfield offshore environment.
Provision of construction inputs into SIMOPs, HAZOP, HAZID and other technical safety activities
Provision of equipment assurance for compliance to standards/requirements.
Managing PTW during offshore construction execution on Bonga FPSO
Responsible for preparation, review and management of construction work packages for mechanical, structural, and piping work packages.
Initiation and implementation of changes using the Shell's change management process.
Review and implementation of Construction Site Safety Systems at onshore and offshore construction worksites.
Development and implementation of resource plans and forecasts
Plan, sequence, and execute offshore construction and installation activities.
Co-ordinate and verify applicable worksite protocols not limited to; mobilization, and equipment checklist / certification.
Review Material-Take-Off (MTO) documentations and identify critical equipment and lifts.
Ensure that site works are performed in accordance with approved procedures.
Interface with the Offshore project leadership, including OIM, operations and maintenance teams to ensure seamless and safe project delivery. JOB PROFILE
Attend daily worksite meetings to address progress, planning, engineering and HSE issues.

Ensure quality of technical work and the technical integrity, functionality, constructability, safe operation, and reliability of designs.
Contribute to excellent HSE performance throughout the engineering phase of the project life cycle.
Keep track on the execution schedule and report any issues to stakeholders.
Supervision of construction activities.
Support the OR/CSU team in the handover of equipment and documentation to the operation team.
Monitor contractor performance and ensure specifications / approved procedures and applicable MOC (if any) are implemented.
Provide support for onshore fabrication activities at contractor’s yards, including load-out.
Supervise all aspects of offshore installation/construction works.
Ensure the safe and effective deployment of digital tools to aid construction management, work optimization offshore, and materials management
Perform all other duties as assigned by supervisor.
Review assigned contractor deliverables to ensure compliance with project specifications, relevant codes and standards, and best industry practices within contractual review periods.
Review of construction drawings for all items across the BN EPC1 for installation and construction activities, including providing support for development of work packages.
Balance technical assurance and commercial considerations to deliver construction scope effectively.
Contribute to the development and deployment of fit for purpose quality plan and Inspection and Test Plan (ITP), NDT including materials management procedure for the Project.
Qualifications, Experience and Competence Required
The Construction Engineer shall have following qualifications and experiences:
Bachelor’s Degree in Engineering and a Registered Professional Engineer
15 years of experience in design and construction of offshore oil and gas production facilities and experience in supporting FPSO in a project management role.
Engineering experience in systems integration and technical interface management.
Broad knowledge and experience of Project Management techniques, tools, and practices.
Job Profile:
Thorough knowledge of all aspects of construction management, project management and business management including scope, resource, cost, quality, communications, stakeholder, risk, interface, and procurement management.
Must be familiar with codes, standards, regulations, and practices applicable to the design and construction of offshore production facilities (API, ASME, ANSI, AGA, ISA etc).
Very strong Contract Management skill and ability to deliver using third party contractors.
Proven track record of having successfully delivered portfolio brownfield projects in the offshore/deep water environment.
Strong HSE commitment and demonstrated HSE leadership skills.
Solid background in all aspects of EP project execution including design, procurement, fabrication, installation, commissioning, and start-up.
Experienced in key customer and stakeholder management.
Excellent leadership skills. strategic thinker and pragmatic Engineer
High personal energy level and a proven track record in achieving stretched personal and business goals.
The candidate must demonstrate strong organizational abilities, good human and public relations skill and strong operational safety awareness.
Ability to work and manage in a diverse, multi-cultural environment.
BOSIET/Approved Offshore Medical
Demonstrated experience as Construction Lead, Project Lead or Manager in at least 3 projects of at least $10MM total value.
Medically Certified fit to work.
Thorough knowledge of offshore engineering construction methods including its practice and procedures.
Computer literate, with proficiency in the use of MS suites
Must have knowledge/skill level in HSSE and applications within the Oil and gas Industry.
Excellent Communication skill (written and oral)
Team player with ability to collaborate effectively with internal and external stakeholders to ensure project alignment and successful delivery.
Able to identify opportunities for optimising systems/package designs, execution strategy etc. and proffer competitive and robust solutions which positively impact cost, schedule and flawless delivery for maximized value.
Ability to work in a multi-cultural environment.
