Headquartered in Damaturu, Yobe State, with an active field office in Maiduguri, Borno State, COCOSOHDI operates at the intersection of humanitarian relief and long-term sustainable development.
The organization was established to create awareness and support communities’ response to the urgent humanitarian and development needs of conflict-affected populations in Northeast Nigeria. With a mission to restore dignity, build resilience, and support sustainable recovery for underserved populations, COCOSOHDI promotes equitable access to essential social services through broad-based, integrated interventions in healthcare, education, livelihoods, protection, environmental sustainability, and peacebuilding.

Background
The Communal Conservation Friendly Health and Social Development Support Initiative (COCOSOHDI) is a non-governmental organization committed to promoting sustainable livelihoods, social welfare, and community development initiatives across the BAY States (Borno, Adamawa, and Yobe).
As part of its operational efficiency, COCOSOHDI seeks to engage qualified and reputable data vendors to provide monthly data plans for its staff communication allowance.
Purpose of the RFQ
The purpose of this Request for Quotation (RFQ) is to solicit competitive quotations from eligible and experienced data vendors for the provision of staff communication allowances in the form of monthly data plans over a period of eight (8) months.
The successful vendor(s) will ensure consistent, reliable, and quality data supply to support COCOSOHDI’s communication and coordination activities.
Scope of Work
Provision of monthly mobile data bundles to all eligible staff for a duration of 8 months.
Efficient activation and monitoring of data delivery to ensure reliability.
Technical support and prompt resolution of service interruptions.
Provision of monthly usage reports and confirmation of data allocation per staff line.
Vendor Eligibility and Requirements
Valid CAC registration certificate.
Valid tax clearance certificate (for the last 3 years).
Company profile with evidence of similar past performance with NGOs or development agencies.
Proof of bank account in the company name.
Quotation must be signed, dated, and stamped by an authorized representative.
Application Closing Date
9th November, 2025 (by 12:00 AM).
Submission Guidelines
Interested and qualified vendors are to submit their signed and scanned quotations in PDF format to: procurement@cocosohdi.org using "RFQ – Staff Communication Allowance (Data Vendors)" as the subject of the mail.
Evaluation and Selection:
Evaluation of quotations will be based on the following criteria: compliance with requirements, cost competitiveness, technical capacity, delivery timeline, and past performance with similar organizations.
Only vendors that meet the minimum requirements will be considered for final selection.
