Première Urgence Internationale (PUI) Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people to help them recover their dignity and regain self-sufficiency.
PUI has been operating in Nigeria since 2016, initially establishing its presence in Borno State with a field office in Maiduguri. Over the years, PUI has expanded its humanitarian response to deep-field locations, including Monguno and Pulka, and more recently to Katsina State in Northwest Nigeria. In Borno State, PUI has been a key actor in health, nutrition, protection, and psychosocial support. It supports health facilities in Maiduguri, Monguno, and Pulka, providing primary healthcare services, sexual and reproductive health (SRH), and the management of Severe Acute Malnutrition (SAM), both with and without complications, through Stabilization Centers. These interventions are integrated with specialized Gender-Based Violence (GBV) services and psychosocial support.
Under the supervision of the Head of Base and the Technical Supervisor of the Area Cordinator, the Security and Liaison Officer will effectively implement all appropriate risk management strategies on the ground, related to the safety and security, and the protection of staff and assets in Base.
Specifically, he/she willbe responsible forthe management,implementation,and oversight of all field security operations insupport of staff and activities.
In addition, the Security and Liaison Officer willestablishlinks and synergies with the local authorities at all levels,facilitatingthe implementation of programs and assisting PUI staff in any matter related to that.
Lastly, the Security and Liaison Officer will follow closely local political and economic situations.
He will provide analysis and regular updates on Pulka, Gwoza LGA general contexts to strengthen knowledge and comprehension by PUI staff of the environment where PUI’s projects are implemented.
Responsibilities and Tasks
Security Management:
Collect, analyze and share all security and safety information relevant to PUI activities in Borno state
Under the direction of the Head of Base or the AreaCoordinator, conduct security/risk assessment
Assist the Head of Base/AreaCoordinator in the design of the security strategies
Brief and train the staff on security procedures and security assessment
Ensure all procedures and measures against acts of corruption are in place and assist in potential investigations related to cases of corruption.
Liaison with administrative, security, humanitarian stakeholders and representation:
Develop, build and maintain a network of interlocutors with all the stakeholders (security forces, UN agencies, NGOs, administration…)
Research, prepare and follow-up on general Gwoza LGAgovernmental official processes (registration, statements, etc.), as necessary
Ensure representation of PUI among partners, donors and different authorities
Participate to meeting with state and/or local leaders, ensure translation when needed and submit report.
Context analysis and monitoring:
Update regularlythe Head of Base/ AreaCoordinatorand the management teamon the LGAcontext, through a weekly press review
Upon request, research and/or draft documents analyzing and presenting subjects linked to the PUI environment of work, whether on cultural, social, economic, political, humanitarian, issues.

Requirements
Interested candidates should possess a Bachelor's Degree with 2 - 3 years of experience.
