About the Role
We are seeking an accomplished and highly strategic Chief of Staff, Operations to provide leadership and operational oversight within the Office of the Chief Operations Officer (COO).
This is a senior management position responsible for driving operational excellence, ensuring organizational efficiency, and coordinating the delivery of key priorities across all operational and technical functions.
The Chief of Staff, Operations will serve as a principal advisor and integrator, enabling the COO to focus on high-impact strategic decisions by ensuring effective alignment and execution across Finance, Human Resources, Administration, and Technical Departments.
The role requires a seasoned professional with exceptional leadership, operational management, and stakeholder coordination skills, capable of balancing strategic vision with disciplined execution.
Key Responsibilities
Strategic and Operational Leadership:
Serve as the primary operations liaison between the COO and internal departments, ensuring cohesive planning, coordination, and delivery of strategic initiatives.
Lead the integration of operational systems and performance management processes to strengthen accountability and organizational effectiveness.
Drive implementation of the COO’s strategic priorities, ensuring that projects and initiatives are executed on time, within budget, and to quality standards.
Provide operational analytics, insights, and recommendations to inform high-level decision-making.
Oversight of Core Operations (Finance, HR, and Administration):
Oversee and support the operational performance of Finance, Human Resources, and Administration units, ensuring effective systems, policies, and compliance frameworks are in place.
Monitor operational budgets, expenditure controls, and resource utilization in collaboration with Finance.
Ensure that HR and administrative practices promote organizational efficiency, workforce engagement, and a culture of performance.
Drive continuous improvement in office management, procurement, logistics, and administrative services to support seamless daily operations.
Technical and Programmatic Coordination:
Support alignment between operational and technical leads to ensure that program priorities are adequately resourced and supported.
Track the implementation of technical initiatives and report progress to the COO, identifying risks and recommending corrective actions where necessary.
Facilitate communication between technical and support teams to ensure operational bottlenecks are proactively addressed.
Leadership Support and Strategic Advisory:
Act as a trusted advisor to the COO, providing critical support in planning, decision-making, and execution of organizational strategy.
Prepare executive briefs, strategic reports, and presentations for internal and external stakeholders.
Represent the COO’s office in cross-functional meetings, internal committees, and key stakeholder engagements as delegated.
Coordinate strategic communications and ensure effective follow-up on management decisions.
Performance, Systems, and Process Optimization:
Lead initiatives to strengthen operational systems, performance measurement frameworks, and reporting mechanisms across departments.
Champion process improvement and change management initiatives to enhance organizational efficiency and service delivery.
Establish tools and dashboards for tracking progress on strategic and operational priorities.
Qualifications & Experience
Education: Bachelor’s Degree in business administration, Management, or related discipline; master’s degree (MBA, MPA, or equivalent) strongly preferred.
Experience: Minimum of 10 years of progressive experience in operations, administration, or management roles, including at least 5 years in senior leadership or chief of staff capacity.
Proven record of overseeing cross-functional operations—Finance, HR, Administration, and/or technical units—within a medium to large organization.
Demonstrated experience in organizational systems strengthening, operational planning, and project management.
Strong financial literacy, analytical capability, and understanding of governance and compliance frameworks.
Advanced proficiency in Microsoft Office Suite, project management, and data visualization tools.
Excellent interpersonal communication, and stakeholder engagement skills.
High ethical standards, discretion, and demonstrated capacity to manage confidential information.
Preferred: Experience in development, consulting, or health-sector organizations with complex operational environments.
