Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income-generating activities, and a wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations. Smooth, reliable and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organisation towards our beneficiaries.

We are recruiting to fill the position below:

Job Title: Roving Risk and Compliance, Safeguarding and Code of Conduct Officer

Location: Sokoto 
Supervised by: Risk and Compliance Specialist
Reporting to: Risk and Compliance Specialist
Employment Period: 6 months (renewal depends on funding)
Type of Contract (Expat/National/Trainee): National

Background

  • Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015 and has experience working in 33 Local Government Areas (LGAs) across the BAY states. DRC provides life-saving assistance and protection to vulnerable, conflict-affected populations including IDPs, returnees, and host communities in the sectors of armed violence reduction, livelihoods, nutrition and food security, protection, shelter, and non-food items (NFI) and water, sanitation, and hygiene (WASH).
  • The operational context in northeastern and Northwestern Nigeria remain challenging, as the ongoing conflict impedes conflict-affected communities’ access to what limited basic services are available, as well as DRC and other humanitarians’ access to persons of concern.

Purpose

  • The position will be located in the Sokoto office, with frequent travels to Maiduguri.
  • The position will focus on ensuring compliance with DRC Risk and Compliance, Safeguarding, and Code of Conduct guidelines and procedures. The role contributes to the implementation of strategies, which are translated into action plans and day-to-day tasks such as spot checks/internal audits.
  • The Risk & Compliance, Safeguarding and Code of Conduct Officer will ensure that the DRC Area Offices are aligned with DRC Nigeria's internal policies, donor requirements and local laws.
  • The position will actively promote and support a culture of compliance, risk identification and management across all departments.
  • This includes identifying weaknesses in the application of controls and recommending action to address this situation.
  • The position will also be responsible for daily monitoring of the progress of safeguarding procedures and promoting a culture of code of conduct in collaboration with Risk & Compliance, Safeguarding and Code of Conduct Specialist for reviewing, planning, and implementing capacity building plans on strengthening functional COCRM and safeguarding practices in the area office.
  • It also includes the maintenance of the CoCRM, referring Survivors to appropriate service providers within or external to DRC, conducting investigations, and coordinating with other safeguarding stakeholders for the dissemination of safeguarding (PSEAH) policies and activities.

Duties and Responsibilities
Safeguarding focal point at the Area Office:

  • Support the Risk and Compliance, Safeguarding & Code of Conduct Specialist in setting up and managing complaint tracks in the Area Office (e.g. hotline, e-mail, complaint boxes, etc.) and receiving RSMs in person.
  • Conducting internal administrative investigations as an investigator under the monitoring of the relevant Country, Regional or HQ authorizing officer (AO) as per need.
  • Producing high-quality reports on investigations (closure or investigation advisory), and advisory reports on gaps, risks and issues identified during investigation.
  • Support in other activities required for the proper functioning of the CoCRM, according to DRC internal guidelines (e.g. making interview records, transcribing interviews among others, keeping tracking tools updated).
  • Support the Risk and Compliance, Safeguarding & Code of Conduct Specialist in delivering and disseminating policies and key messages (e.g. preparing presentations, delivering trainings, among others) to any required party as per need (e.g. staff, casual workers, beneficiaries, implementing partners’ workforce and persons of concern (PoCs)).
  • Support in ensuring that Survivors of PSEAH and other forms of abuse receive the needed assistance in a timely manner and following up on Survivors to ensure that they are properly referred to facilities where they would receive the required assistance e.g health, counselling.

Collaboration with Nigerian Teams:

  • Collaborating with the Country Registrar at country level to maintain an efficient connection between the CoCRM and the CFM in the field office to ensure CoC cases are quickly detected and reported.
  • Be focal point for liaison with HR on training follow-ups and safe recruitment at the Area level.
  • Be focal point for liaison with the MEAL team for compliance with reporting responsibilities in all projects and establishment of the CFM in all projects and ensuring that DRC’s policy on Accountability to Affected Population (AAP) is fully implemented at the area level.
  • Support the safeguarding Specialist in ensuring that DRC’s program implementation among staff and partners adheres to the safe programing policy and beneficiaries' rights and dignity are upheld in the field office.
  • Collaborating with HR at the Area Office on Safe Recruitment procedures, staff induction and onboarding, and planning and delivering safeguarding and CoC trainings and sensitization to all staff.
  • Follow-up with HR to make sure that all staff are compliant with the trainings and keep updated the pertinent tracking tools.
  • Support the safeguarding specialist in any other related task according to needs that might arise (e.g. participate in kick-off meetings, collaborate with other areas for audits, request information, among others).

Risk and Compliance:

  • Support the Risk and Compliance, Safeguarding & Code of Conduct Specialist on identifying, flagging, and suggesting, mitigation measures around SEAH, Fraud and Corruption risks at the area level.
  • Support and evaluate areas of programmatic and compliance risk while feeding into risk registers and recommend risk mitigation actions.
  • Strengthening internal control within the organization to ensure compliance with DRC’s policies and procedures through spot of finance, supply chain and HR, and supplier due diligence visits and submitting monthly report of findings to the Risk and Compliance, Code of Conduct and Safeguarding Specialist
  • Follow-up on suggestions made from the Safeguarding and CoC departments to other units (e.g. support the advisory reports follow-up in in field office when required).
  • Build capacity of the team, conduct and/or plan training on topics such as strengthening internal controls and fraud detection.
  • Work with the support department to ensure DRC policies and procedures are relevant, communicated, and implemented.
  • Support on internal and external audits in the field office.
  • The responsibilities listed above are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Requirements
Education:

  • First Degree in relevant areas (Social Sciences, International Relations, Law, and related areas).
  • Proficiency in Microsoft Office programs.
  • Knowledge of Nigeria.

Desired:

  • Investigator Certification by OSACO, IASC or INGO’s.
  • Studies focused on gender, human rights, or social projects.

Experience and technical competencies:
Essential:

  • Two years of work experience.
  • Demonstrated experience with developing and delivering successful training sessions and facilitating meetings.
  • Demonstrated experience working in Nigeria.
  • Demonstrated experience in the humanitarian sector or in social and human rights projects.
  • Demonstrated experience working on ethics issues and compliance with internal policies (Familiar with Risk & Compliance).
  • Demonstrated experience writing high-quality reports in English.
  • Strong communication (written and spoken) and interpersonal skills, with experience working with multicultural teams.
  • Demonstrated attention to detail and ability to effectively manage a large volume of data and information.
  • Commitment to upholding and modelling DRC’s values and Code of Conduct.
  • Ability to work with a high level of confidentiality.
  • Demonstrate integrity, diplomacy, professionalism, reliability, and resilience at all times.
  • Highly developed critical analysis and reasoning skills.
  • Ability to quickly build personal rapport and trust.
  • Have interpersonal and intercultural skills and a strong ability to collaborate and network

Desirable:

  • Demonstrated experience with code of conduct or similar in a large or local organization, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts.
  • Demonstrated experience with conducting and/or monitoring internal investigations.
  • Demonstrated experience with Safeguarding and PSEA standards, including an ability to apply a survivor-centered approach in relating with survivors of SH and SEA and in handling SEA and SH allegations, and an understanding of the international context in which this issue impacts DRC.
  • Experience with mechanisms for receiving petitions, complaints, and feedback.
  • Experience working with major donors such as the UN, ECHO, DANIDA, among others. Ability to work with a high level of confidentiality.
  • Demonstrate integrity, diplomacy, professionalism, reliability, and resilience at all times.
  • Highly developed critical analysis and reasoning skills.
  • Ability to quickly build personal rapport and trust.
