The Federal College of Education, Technical Bichi was established in 1987 with the mandate of producing quality Teachers in the specialized areas of Technical, Vocational, Science, Business, Primary, Adult and Non-formal/Special Needs Education.

Job Title: Bursar

Location:
Bichi, Kano

Duties

  • The Bursar is the Chief Financial Officer of the College, and is responsible to the Provost for the administration and control of financial affairs of the College.

Among others, some specific duties of the Bursar include being:

  • The Bursar is a Principal Officer and Chief Financial Officer of the College.
  • He is responsible to the Provost for the day-to-day financial administration of the Institution.
  • The Bursar is responsible for keeping all financial records in the Institution.
  • Planning, organizing, coordinating and executing the financial affairs of the College in accordance with the Government financial regulations, treasury circulars and the Governing Council's decisions/directives under sound financial discipline and management.
  • Maintaining proper books of account and financial records on income and expenditure, as well as assets and liabilities of the College.
  • Coordinating the preparation, submission and defence of the College's annual personnel, overhead and capital budget estimates.
  • Maintaining up-to-date records of Federal Government Financial Regulations, directives and circulars.
  • Maintaining good rapport with the Government Financial regulatory bodies/agencies to ensure appropriate compliance with Government financial rules and regulations.
  • Preparing the College's periodic/annual financial statement for statutory audit by External Auditors.
  • Establishing an appropriate internal control system.
  • Advising the Provost on financial matters.
  • Developing and installing an efficient accounting System for the College.
  • Interpreting financial regulations.
  • Performing any other related duty that may be assigned from time to time.

Requirements For Qualification and Experience
Candidates for the post of Bursar shall have the following:

  • Candidate must possess a good honour Degree, HND, or its equivalent in Accountancy or Finance from a recognized institution of higher learning with at least 21 years cognate experience plus full registration with a recognized Professional Accounting Body.
  • Candidate must possess a Master's Degree in a relevant field from a recognized Institution of higher learning with at least 18 years of cognate work experience in addition to item A above. Possession of a Doctoral Degree is an added advantage.
  • Candidate must be a member of any of the following recognized professional bodies, ANAN, ICAN
  • Evidence of attendance of a continuous Mandatory Professional Development is required.
  • Candidate must have been a Deputy Bursar on CONTEDISS 15 for at least five (5) years cognate experience.
  • Proficiency in Information Communication Technology (ICT) is required.
  • Candidate must not be above the age of fifty-nine (59) years at the time of taking up the appointment.

Vision and Mission Statement:

  • Candidate must submit in clear terms, in not more than two pages, their vision and mission statements for the College in the next five (5) years with particular reference to the Bursary Department.

Conditions of Service

  • Candidate will be entitled to the privileges and benefits specified in the terms and conditions of service for Bursars of Federal Colleges of Education, and as may be determined by Government policies from time to time.

Tenure:

  • The appointment is for a tenure of five (5) years single tenure.

Salary / Remuneration

  • The salary/ remunerations are as contained in the Conditions of Service for Bursars of Federal Colleges of Education, and as may be determined by Government policies from time to time.
