Description

• As part of a targeted technical assistance to the Government of Nigeria to strengthen health information systems and build data-driven resilience, we invite qualified firms and individual consultants to submit technical and financial proposals for the design and development of a comprehensive digital health platform.

Scope of Work
The successful vendor will deliver an end-to-end system comprising:
Mobile Data Collection Application:

• A secure, offline-first mobile app (Android/iOS) supporting up to 18 standardized health forms (e.g., maternal morbidity, child nutrition, GBV, immunization).
• Role-based access, GPS validation, media capture (photos/audio), and seamless sync when connectivity resumes.

Centralized Web Portal:

• A responsive, user-friendly web interface for data entry (where mobile is not feasible), user management, form configuration, and system administration.
• Integration with existing government systems (e.g., DHIS2, NCDC platforms) where applicable.

Real-Time Analytics Dashboard:

• Interactive dashboards with dynamic visualizations (maps, trend charts, alerts) for decision-makers at ward, LGA, state, and national levels.
• Drill-down capabilities by geography, time, and indicator.

AI-Enabled Decision Support Features:

• Implementation of lightweight AI/ML models to:
  • Flag anomalies or outbreak signals
  • Predict reporting gaps or data quality issues
  • Generate automated insights for routine review meetings.

Key Requirements

• Solutions must be scalable, secure, and interoperable with Nigeria’s national health architecture.
• Emphasis on usability in low-resource, low-connectivity settings.
• All deliverables must include technical documentation, training materials, and handover support.
