Job Title: HSE Supervisor

Summary
The HSE Supervisor is responsible for developing, implementing and monitoring the company Health, Safety and Environmental (HSE) management system across all operational sites, with a specific focus on swamp and shallow offshore drilling, production, and marine activities in the Nigerian environment.
This role ensures strict compliance with national (e.g., NUPRC, NMDPRA) and international HSE standards, minimizing operational risks and promoting a proactive safety culture.
Key Responsibilities
HSE Management System: Implement and maintain the corporate HSE Management System (HSE-MS), policies, and procedures across all swamp locations, offshore rigs, vessels, and bases.
Inspections and Audits: Conduct regular, documented site inspections, safety tours, and internal audits in high-risk areas (e.g., lifting operations, diving, drilling floor, onfined spaces) to identify non-compliance and hazardous conditions.
Risk Management: Lead and participate in formal risk assessments (e.g., HAZID, JSA/JSA) for all critical activities, including simultaneous operations (SIMOPS) in swamp and offshore environments, ensuring control measures are effective.
Incident Management: Coordinate and lead the investigation of all HSE incidents, accidents, and near misses, using Root Cause Analysis (RCA) techniques.
Track the implementation and effectiveness of corrective actions.
Emergency Response: Maintain and test the effectiveness of the Emergency Response Plan (ERP) for swamp and offshore scenarios (e.g., Medevac, oil spill, fire). Conduct regular drills and exercises.
Training & Awareness: Organize and deliver site-specific HSE training, safety inductions, toolbox talks, and promotional campaigns to foster a strong safety culture among employees and contractors.
Permit-to-Work (PTW): Supervise the strict implementation of the PTW system, especially for high- risk work like hot work, energy isolation (LOTO), and entry into confined spaces.
Environmental Compliance: Monitor and enforce compliance with environmental regulations regarding waste management (hazardous and non-hazardous). discharge limits, and spill prevention/response for marine and swamp operations.
Qualifications and Competencies
Education: Bachelor's degree in engineering, Environmental Science, Occupational Health and Safety, or a related field.
Certifications: Professional certification such as NEBOSH International General Certificate (GC) or equivalent is mandatory. BOSIET/HUET certification is required for offshore work.
Experience: Minimum of 8 years of progressive experience in HSE, with at least 4 years in a supervisory role within the upstream oil and gas industry, specifically involving Nigerian swamp and offshore operations.
Skills:
In-depth knowledge of local and international HSE regulations (e.g., ISO 45001, ISO 14001, NUPRC Guidelines).
Excellent communication, leadership, and analytical skills.
