Job Title: Food Security and Livelihoods (FSL) Programme Manager
Location: Sokoto
Reporting to: Field Coordinator
Description
Action Against Hunger is currently looking to fill the role of a Food and Security Livelihoods (FSL) Programme Manager whose primary role is to manage the overall implementation of all FSL activities that include Income Generation Activities (IGA), Farmers Field School (FFS), Cash Transfer, Cash for Work (CFW) and the Village Savings and Loans Association (VSLA) initiatives in the locations of the EU – FPI RECAP project.
Key Responsibilities
Mission 1: Provide programmatic and technical lead in the implementation of the FSL component of the RECAP project.
Tasks and Responsibilities:
Developing detailed planning and implementation strategies for Cash based Transfer, IGA, FFS, CFW, VSLA, and Agricultural livelihoods interventions in collaboration with the Enterprise development officers, FSL Officers, FSL assistants and the FSL Technical team
In close coordination with the field team, coordinate mapping of most vulnerable groups and coordinate beneficiary selection, cash disbursement, trainings on Income generating activities), VSLA, Agricultural livelihoods and regular monitoring of utilization of cash and farmer field schools by target beneficiaries
Identify program implementation modalities that enhance partnership & coordination with government official, local leaders and local communities, internal integration within sectors and other programs (Nutrition and Health, MHPSS, WASH)
Identify areas of cross-program linkages with other Action Against Hunger (ACF) programs in Sokoto State.
Ensure program quality and adherence to program objectives, including respect of ACF technical guidelines, systems, and established deadlines
Support program budget design and updates, budget monitoring through monthly BFU reviews and cash projections
Contribute to organizational and sector-wide learning through documentation of lessons learnt, best practices and evaluations from the Cash Based Transfers, IGA, FFS, CFW, VSLA, and Agricultural livelihoods components.
Contribute to preparing FSL internal and external reports including case studies and success stories as relates to project activities.
Lead the FSL component of the consortium project through joint planning, meetings, sharing of SoP, guidance and tracking of partners activities
Mission 2: Management and Implementation of FSL Project Activities
Tasks and Responsibilities:
FSL PM will ensure proper and timely budget planning and expenditure tracking related to FSL activities in the project on a regular basis and share with relevant team ACF staff members.
Ensure to develop financial forecast in line with the FSL timelines and planning at different level
Ensure close collaboration with HR and Finance during recruitment planning, screening, finalization and managing process for FSL related positions
Ensure close collaboration with logistic and finance during planning of workshops, trainings and/or meeting that requires financial advances and/or logistical procurement etc.
Work with all FSL RECAP team to mitigate fraud and protection related issues in the project.
Ensure timely enrolment, top-up and crediting of beneficiaries' cards.
Ensure to coordinate timely resolution of issues related to beneficiaries.
Mission3: Team Supervision and Performance Management
Tasks and Responsibilities:
Communicate ACF performance standards and expectations to team members which includes; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
Establish performance objectives, provide feedback, and identify strengths and areas for professional improvement.
Contribute to the professional development and improvement of team members by providing support.
Produce weekly, monthly and quarterly internal and external reports as requested.
Track the progress of activities and outcomes as well as ensuring the tracking of relevant indicators.
Participate in the weekly coordination meetings, or other ad hoc internal meetings as requested; Prepare handover/end of mission reports to cover periods of leave and/or upon exit from the project (s).
Provide support to consortium partners activities to ensure they are in line with project objectives.
Mission 4: Represent AAH and its positioning in external coordination, donor, consortium partners and technical meetings/visits on technical and operational matters at Sokoto State level.
Tasks and Responsibilities:
Represent AAH in FSL related cluster/task force meetings at Sokoto state level.
Support in developing relationships and partnerships with donors and stakeholders.
Compilation of all FSL related cluster 5Ws and monthly narrative reports for submission to FSL D/HoD.
Participate in all FSL related joint initiatives (joint market assessments, essential needs assessment.
Monitors the FSL environment at Sokoto level, through regular scanning and data gathering for new opportunities, innovations, new approaches, designs or technologies.
Ensure that ACF food security and livelihoods interventions are fully integrated with nutrition and WASH interventions at community level
Additional Responsibilities

Maintenance of high technical standards.
Conduct all duties in a professional manner following ACF Nigeria mission staff regulations, ACF mandate and charter including promotion of gender equality.
Position Requirements
Bachelor's degree or equivalent in Agriculture, Agricultural Economics, Social Sciences, Peacebuilding, Business, Economics or another related field.
Minimum of 4 years in implementing food security and livelihoods projects, including managerial/supervisory role
Strong understanding of agricultural techniques, production systems and project implementation in insecure contexts
Expertise in agriculture, CVA, economic recovery, team management, advocacy and promoting innovative solutions
Hands on experience with FFS, CFW, VSLA, IGA and HDP programming
Ability to produce high quality reports and communicate effectively with diverse stakeholders
Deep understanding of political, economic, social and cultural factors affecting peacebuilding and resilience in North-West Nigeria, including knowledge of relevant national policies.
