The Purpose
Under the supervision of the WatHab Delegate, WatHab Engineer 1 plans, designs and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from his /her hierarchical superior.
S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders related to their projects.
The WatHab Engineer 1 will contribute to the design, preparation of tender documents, implementation of projects in the field and drafting of technical and institutional reports in its area of responsibility (Yobe State mainly Gujba and Geidam as priority areas, Damaturu and Bade/Gashua as operational areas and finally Nguru, Karasuwa and Gulani as the potential areas of interest). S/He will also provide support to the WatHab Delegate “Team Leader” to manage WatHab project in these Areas of responsibilities (AoR).
Your Role
Draw up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring that corrective action is taken where necessary.
Supervise small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC. Ensure a proper and close supervision, monitoring of the implementation of WatHab projects, under the guidance of the WatHab Delegate.
Administer hand-over of ICRC-provided infrastructure to end-users. Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
Provide training, support, monitoring of partners (i.e. National Society Staff, technical departments of local authorities, contractors) as required.
Ensure respect of the ICRC financial, administrative and logistical regulation rules.
Coordinate with Logistic on all matters related to procurement, particularly approve project procurement requests, participate to bids evaluation, and contract awarding.
Ensure follow-up of LOG supply chain (supply requests, purchases, contracts, stock management & replenishment, quality control, etc.). Manages project purchasing on labour and materials according to the delegation's financial rules.
Provide / inputs to operational reports (assessments, implementation/progress reports, Quarterly reports).
Create project files in electronic databases (such as the “Project and Activity Management” (PAM) and keeps them up to date.
Provide other ad hoc internal and external reporting, required by his/her supervisor
Maintain and develops a network of various interlocutors of interest for WatHab and Operations in his/her AoR (e.g: Community leaders, contractor, NRCS, NGOs and other relevant actors).
Meet regularly all the concerned authorities and other technical staff of Organisations (such as UNICEF, WASH cluster organization) involved or doing similar WatHab activities in the same AoR.
Liaise with other departments of the sub-delegation regarding WatHab activities in his/her AoR
Treat information with confidentiality and accuracy
Contribute to emergency assistance support during crisis (rapid deployment, needs assessments, quick response)
Your Profile
University degree (or equivalent) and qualifying experience in architecture, civil or environmental engineering or related fields.
4 years' experience working in a similar role.
Excellent command of English and one other local working language.
Project management certification, and people management training an asset.
Computer and drawing software proficiency (AutoCAD and MS project management suite or equivalent).
Professional experience in a similar function is an asset.
You must have a valid working permit to work in Nigeria.
