Role Profile
The Finance & HR Lead is a key business support role responsible for strengthening SCSP’s financial governance, project cost control, and human capital management across engineering and consultancy operations.
The role supports project delivery by ensuring sound financial planning, transparent reporting, effective internal controls, and compliant HR administration aligned with IFRS, labour regulations, client requirements, and ISO 9001:2015 Quality Management Systems.
The position requires strong experience in project-based organizations, with the ability to support multiple concurrent projects, manage project finances, oversee workforce mobilization, and ensure continuous compliance with internal and external standards.
Lead financial planning, budgeting, forecasting, and cash flow management for corporate and project operations.
Establish and manage project cost control systems, including budget tracking, cost-to-complete, and variance analysis.
Maintain accurate online accounting books and ensure timely IFRS-compliant financial reporting.
Manage internal financial controls, approvals, and segregation of duties across projects and corporate functions.
Support project financial close-out, audits, and management reporting.
Ensure proper accounting and safeguarding of financial and physical assets.
Financial Reporting & Compliance:
Prepare monthly, quarterly, and annual financial reports in compliance with IFRS and company financing policies.
Coordinate internal and external audits and ensure timely closure of audit findings.
Ensure compliance with tax, statutory, and regulatory requirements relevant to engineering and consultancy operations.
Human Resources & Administration:
Oversee HR administration for project-based and corporate staff, including recruitment coordination, mobilization, payroll, contracts, and personnel records.
Support performance management, staff development, and workforce planning aligned with project demands.
Ensure compliance with labour laws, client requirements, and internal HR policies.
Provide administrative leadership, including planning, organizing, reporting, and budgeting functions.
Quality Management Systems (ISO 9001:2015):
Ensure finance, HR, and administrative processes comply with ISO 9001:2015 requirements.
Lead the implementation, monitoring, and continuous improvement of QMS processes within business support functions.
Plan, conduct, and report internal audits and support management reviews and corrective actions.
Leadership & Governance:
Provide leadership and guidance to finance and HR team members.
Support management decision-making through accurate financial and workforce data.
Promote a culture of accountability, compliance, transparency, and continuous improvement.
Key Deliverables
Accurate and timely IFRS-compliant financial and management reports.
Effective project cost control and budget performance across all projects.
Robust internal financial controls with minimal audit findings.
Fully compliant HR and administrative records for all staff and projects.

Candidate Profile
Bachelor’s degree in Accounting, Finance, HR, Business Administration, Engineering Management, or related field.
Professional certification (ACA, ACCA, CPA, CIPM or equivalent) is required or highly desirable.
Minimum of 7–10 years’ experience in finance and/or HR roles within engineering, construction, or project-based organizations.
Strong understanding of project costing, contract administration, and consultancy operations.
Proven experience implementing IFRS and ISO 9001:2015 Quality Management Systems.
High level of integrity, strong leadership, analytical, and organizational skills.
