Médecins Sans Frontières is a private, international organisation. The organisation is made up mainly of doctors and health sector workers and is also open to all other professions which might help in achieving its aims. Médecins Sans Frontières provides assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict. They do so irrespective of race, religion, creed or political convictions.
Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over- stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression
Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks and using cold chain when needed. Monitoring and analysing orders of depending on pharmacies in order to avoid ruptures of stock or having expired drugs.
Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.
Assisting in training of nursing staff regarding dispensing of drugs and their side effects
MSF Context Specific Accountabilities
Storage, inventory integrity, and quality control:
Maintain and enforce storage conditions for all medical items in accordance with MSF protocols, national regulations.
Monitor temperature, humidity, light exposure, pest control, and security measures; implement corrective actions within defined timelines when deviations occur.
Ensure cold chain integrity for temperature-sensitive products through continuous monitoring, proper equipment maintenance follow ups, and documented alarm escalation procedures.
In collaboration with his/her line manager, establish (or enforce existing implementation) androutinely review standardized SOPs for stock rotation (FIFO/FEFO), labeling, expiry management, and quarantine of damaged or suspect products.
Conduct quarterly GSDPs and report to the line manager. Implement action plans with other teams to address findings.
Stock management and ordering:
Coordinate the end-to-end receipt, verification, and recording of medical orders, ensuring accuracy and timeliness between NK hospital pharmacy and the medical warehouse.
Maintain up-to-date stock records (Isystock and supporting databases) with real-time visibility for all units and NK hospital pharmacy.
Monitor stock levels, consumption trends, expiry dates, and lead times; generate and circulate shortfall and overstock reports to line manager weekly.
Lead routine reconciliation of physical stock with Isystock records, investigating and resolving discrepancies promptly.
Drug supply and patient care:
Ensure timely provisioning of ordered medical items to EUUs.
Collaborate with medical staff to adjust internal medical orders and stock plans in response to changing treatment protocols or formulary decisions.
Cross-facility supply and cold chain management:
Plan and coordinate pharmaceutical supply to EUUs, ensuring continuity of supply and appropriate distribution according to demand.
Monitor EUUs to prevent ruptures and expiries; implement preventive actions such as redistribution or proactive replenishment.
Maintain validated cold chain processes across all transfers, with documented temperature logs and contingency plans for equipment failure.
Controlled medications management:
Implement, and enforce robust control processes for all controlled medications (e.g., narcotics, psychotropics), aligned with MSF policies, national regulations.
Maintain an accurate, auditable supply chain from initial receipt to dispensing, with secure storage, access controls, and restricted handling to authorized personnel only.
Conduct regular inventories of controlled substances, perform reconciliation with dispensing records, and investigate discrepancies promptly with escalation per policy.
Ensure adequate documentation for prescriptions, patient identifications, and justifications for controlled substance use; monitor prescribing patterns for potential abuse, diversion, or misuse.
Implement rotation and disposal procedures for expired or damaged controlled medications according to regulatory requirements, SOP in place and MSF guidelines
Train pharmacy and medical staff on regulations, monitoring, safe handling, and patient counseling related to controlled substances; promote a culture of compliance and ethics.
Documentation, reporting, and data-driven planning:
Record all stock movements, receipts, and distributed items in Isystock with accuracy; generate regular consumption reports.
Monitor usage patterns, detect anomalies, and provide actionable insights to line manager for decision-making.
Prepare monthly and quarterly analytic reports on stock status, expiry risk, and service levels; present findings to his/her line manager.
Ensure data integrity and accuracy, timely reporting of stockouts, expiries, and quality defects, to the line manager.
Human resources, team development, and supervision:
In collaboration with the line manager, determine staffing needs to ensure safe, efficient, and compliant pharmaceutical services.
Ensure that roles and responsibilities for the pharmacy team are well known and understandable by every team member; implement succession planning and ensure appropriate supervision levels to ensure that the pharmacy is operating well and responding to project expectations.
Oversee change management, workload balancing, and ergonomic/work-related safety for staff; monitor overtime and staff leave.
Facilitate regular team meetings, coaching, and performance feedback; establish development plans to close competency gaps.
