Title: National Tender for the Supply of Startup Kits for Female Youth Club
Female youth unemployment remains a persistent challenge in rural communities of North East Nigeria, particularly in Biu, Kwaya Kusar, and Toungo Local Government Areas (LGAs).
Young women in these areas face structural barriers such as limited access to startup capital, practical skills, and business support systems, which restrict their ability to engage in productive and sustainable livelihood activities.
The SUSTAIN Project seeks to address these challenges by promoting inclusive economic empowerment and job creation for women through community-based enterprise development.
The Female Youth Club Startup Kit Initiative is designed to support female youths to establish and expand small-scale businesses by providing targeted startup kits, basic technical training, and entrepreneurship support.
This activity will focus on practical, market-relevant enterprises that respond to local demand while promoting health, hygiene, and social well-being.
By organizing beneficiaries into Female Youth Clubs, the initiative also strengthens collective action, peer learning, and sustainability of women-led enterprises at community level.
The intervention will target selected communities across Biu, Kwaya Kusar, and Toungo LGAs, where female youths demonstrate strong interest in micro-enterprises but lack the tools and resources to start or scale their businesses to support income generation, self-employment, and small business startups among female youths.

Each kit will include relevant tools, raw materials, safety equipment, and basic packaging materials aligned with the specific enterprise.

Opening, Evaluation of Tenders and Selection Criteria:
The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

Additional Information:
In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours.
Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting the performance of the contract or distorting competition.
Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence
Nuru Nigeria, in its decision concerning the award of the contract will result in the immediate rejection of the tender.
No liability can be accepted for the late delivery of tenders. Late tenders will be rejected and will not be considered.
