Job Title: Proposal and Estimating Engineer

Mission / Purpose of the Job
The Proposal and Estimating Engineer is responsible for leading, coordinating, and overseeing the preparation of technical and commercial proposals for engineering, power, and oil & gas projects.
The Proposal and Estimating Engineer ensure that all bids are technically compliant, commercially competitive, and aligned with client requirements and the company’s capabilities.
This role supports business growth by delivering accurate cost estimates, high-quality proposals, and effective bid strategies within required timelines.
Job Responsibilities
Interpret and analyze tender documents, scope of work, drawings, specifications, and contract conditions to understand requirements.
Ensure proposals are technically robust, commercially competitive, and aligned with client needs and company capabilities.
Oversee preparation of technical write-ups, project execution plans, schedules, manpower histograms, and resource plans.
Attend post-trend and pre-award meetings with clients to answer any queries or to get a better understanding of requirements.
Lead preparation of detailed cost estimates, budgets, pricing models, and cash flow forecasts.
Review and validate cost inputs from engineering, procurement, construction, logistics, and subcontractors.
Optimize pricing to improve competitiveness while maintaining profitability.
Ensure clarity and accuracy of price build-up, mark-ups, exclusions, and assumptions.
Review technical deliverables (drawings, layouts, schedules, method statements) before final submission.
Represent the company during pre-bid meetings, clarification sessions, and tender conferences.
Participate in technical and commercial negotiations, clarification responses, and bid defense presentations.
Liaise with clients on scope, requirements, and contractual issues.
Ensure all queries are promptly addressed and aligned with tender strategy.
Review and edit proposal content for clarity, consistency, and alignment with RFP requirements.
Collaborate with vendors, subcontractors, and suppliers to obtain accurate pricing and cost data.
Review technical content for accuracy and completeness.
Attend Contract negotiation meeting and review Contract agreement
Analyze Contract requirements and conditions for the Management
Ensures Weekly Tender Report submission for Management
Ensure the Line Manager validates the completeness, accuracy, and compliance of all proposal documents before submission.
Maintain a knowledge base of historical costs, supplier database, and lessons learned.
Ensure submission of bid within the specified timeline.
Implement best practices, develop templates, and enhance bidding processes.
May be required to perform a business development role where required.
B.Sc / B.Eng / HND / B.Tech Quantity Survey/ Engineering or related fields
Work Experience:
Minimum 10 years post qualification experience in the Oil and Gas Sector and/or Power Transmission/Distribution Sector with no less than 5 years in core bidding and tendering for major projects in the IOC, via NIPEX.
