Job Title: Research Monitoring and Evaluation Coordinator – CIFF Project

About the Role
The Research Monitoring and Evaluation (RME) Coordinator will be responsible for leading and coordinating all Monitoring, Evaluation, and Management Information System (MIS) activities for the CIFF-supported project at MSI Reproductive Choices Nigeria.
The role will ensure effective project-level monitoring, high-quality data management, timely reporting, and full compliance with donor guidelines and organizational standards.
The coordinator will work closely with the CIFF Project Management Team and internal stakeholders to support evidence-based decision-making, implement donor feedback, and strengthen data systems and capacity across project states to ensure successful project delivery and performance.
The CIFF Project is a three-year multi-state project focused on promoting Family Planning service provision to accelerate the Modern Contraceptive Prevalence Rate (mCPR) across seven states: Bauchi, Gombe, Jigawa, Sokoto, Ebonyi, Kogi, and Bayelsa.
The M&E Coordinator will provide overall technical leadership for Monitoring and Evaluation and ensure that project performance is effectively tracked, analyzed, and reported.
Key Responsibilities
Project Monitoring and Performance Management:
Lead tracking of the project results framework and performance indicators.
Monitor progress against targets and milestones and provide timely feedback on performance.
Ensure availability and completeness of project data for internal and donor reporting.
Conduct routine data analysis to assess trends, performance gaps, and implementation challenges.
Flag performance issues and provide evidence-based recommendations for corrective action.
Promote use of data for adaptive management and decision-making.
Data Quality Assurance and Validation:
Lead all data quality assurance and validation activities across project states.
Implement data quality protocols, tools, and schedules.
Conduct routine data verification and validation visits.
Provide structured feedback to teams and partners on data quality findings.
Ensure compliance with donor and MSI data quality and reporting standards.
Reporting and Donor Compliance:
Coordinate preparation and submission of high-quality donor and internal reports.
Ensure alignment with CIFF reporting templates, indicators, and timelines.
Incorporate donor feedback into reporting and M&E systems.
Support donor reviews, audits, and evaluations with accurate documentation and datasets.
Capacity Building and Technical Support:
Lead capacity-building on M&E, data management, and MIS at national, state, and facility levels.
Assess capacity gaps and develop training and mentorship plans.
Provide ongoing technical support to strengthen data collection and use.
Promote a culture of data use for learning and performance improvement.
Team Coordination and Stakeholder Engagement:
Support regional and support office teams to ensure timely and accurate data submission.
Work closely with national and state stakeholders, including government counterparts and partners.
Facilitate effective coordination for data sharing, validation, and joint reviews.
Represent the project in relevant M&E and learning forums as required.
Management of MIS Platforms and Databases:
In collaboration with the MIS team, oversee and manage all project MIS platforms and databases.
Ensure systems are functional, secure, and up to date.
Support system improvements to enhance data capture, analysis, and reporting.
Ensure proper documentation, data governance, and controlled access to project data.
Required Qualifications
Bachelor’s Degree in public health, Demography, Statistics, Economics, Social Sciences, Monitoring and Evaluation, or a related field.
Master’s Degree in public health (MPH), Monitoring and Evaluation, Biostatistics, Development Studies, or a related discipline is an added advantage.
Minimum of 5 – 7 years of progressively responsible experience in Monitoring and Evaluation, preferably in SRH/Family Planning or health programming.
Demonstrated experience managing M&E systems for large, multi-state or multi-site donor-funded projects.
Strong understanding of results-based management, logframes, indicators, and performance measurement.
Experience working with international donors and complying with donor reporting and data quality requirements.
Proven experience with data quality assurance, data verification, and routine data audits.
Experience working with government health systems and stakeholders at national and state levels in Nigeria is highly desirable.
Technical Competencies:
Strong expertise in Monitoring and Evaluation frameworks, tools, and methodologies.
Solid experience in health information systems and Management Information Systems (MIS).
Proficiency in data analysis and visualization using tools such as Excel, Power BI, DHIS2, SPSS, STATA, or similar platforms.
Strong understanding of SRH/Family Planning indicators, including mCPR and service delivery data.
Ability to design and implement data quality assurance systems and protocols.
Strong report writing and data interpretation skills for both technical and non-technical audiences.
