Job Title: Senior Technical Officer, Global Health Security (GHS)
The Senior Technical Officer, Strategic Information (SI), under the supervision of the Associate Director, will provide technical and operational support for the implementation, monitoring, and continuous improvement of Strategic Information activities under the EpiC project, with a primary focus on Global Health Security (GHS), Maternal, Newborn and Child Health (MNCH), and Nutrition at national and supported state levels in Nigeria.
The Senior Technical Officer will support the design, strengthening, and use of routine and program data systems to assess program performance, ensure data quality and compliance with national and donor requirements, and promote the systematic use of data for decision-making.
The role will ensure robust quality assurance processes, translate data into actionable insights to improve program implementation and optimize strategy, and provide timely, data-driven feedback to the Government of Nigeria and donor
The position will also contribute to the conceptualization, design, implementation, and oversight of complex analytical and evaluation studies aimed at assessing program effectiveness, health system performance, epidemiological trends, and implementation fidelity.
The role requires rigorous application of quantitative and qualitative scientific methods, including advanced biostatistical and epidemiologic techniques, to derive valid, reproducible, and policy-relevant conclusions for the organization, Government of Nigeria and the donor.
The role will also support the development of manuscripts, abstracts, technical reports, and other knowledge products for dissemination, including peer-reviewed publications, thereby strengthening the organization’s evidence base and informing policy, planning, and adaptive management.
Key Responsibilities
Support strategic and technical direction for the design, planning, implementation, and capacity strengthening of Strategic Information (SI), Monitoring & Evaluation (M&E), and data-use activities for country office and field teams, with a focus on analysis, data visualization, dissemination, and performance improvement.
Support the development of scientifically robust analytical and evaluation protocols, including conceptual frameworks, study designs, analysis plans, and implementation strategies.
Provide technical input on sampling theory, analytical methodologies, data collection strategies, and ethical and regulatory considerations to ensure the validity and reliability of findings.
Support the development and refinement of data collection instruments, operational definitions, and measurement approaches aligned with program objectives.
Collaborate with multidisciplinary teams to guide the execution of complex analytical and evaluative activities, ensuring methodological rigor throughout implementation.
Conduct and oversee qualitative and quantitative data management and analysis, including intermediate to advanced statistical analyses, assessment of analytical assumptions, and interpretation of findings.
Evaluate analytical assumptions, assess sources of bias and confounding, and implement appropriate sensitivity analyses to strengthen interpretability of findings.
Perform advanced statistical analyses (e.g., complex sampling designs, longitudinal analyses) using statistical software such as SAS, Stata, R, or equivalent, with minimal supervision.
Conduct systematic validation of analytical outputs through code review, discrepancy analysis, and quality control procedures to ensure scientific accuracy and reproducibility.
Design and generate analysis dataset specifications and TFL shells based on study protocols, statistical analysis plans, and other study documentation.
Develop and maintain comprehensive scientific and analytical documentation, including data dictionaries, analysis protocols, and methodological appendices.
Contribute to the preparation of high-quality technical reports, analytical briefs, abstracts, and dissemination materials, incorporating appropriate statistical interpretation and data visualization.
Perform other duties as assigned, consistent with the role and organizational priorities
Knowledge, Skills and Attributes:
Strong knowledge of health and development programs in Nigeria, with a clear understanding of national, state, and subnational health system contexts.
Excellent written and oral communication skills, with the ability to translate statistical findings into clear reports, briefs, and presentations for technical and non-technical audiences.
Ability to design and generate TFL shells and analysis dataset specifications based on study protocols, statistical analysis plans, and other study documentation.
Proficiency in Microsoft Office applications, particularly Excel, MS Word, and Power Bi for data analysis, reporting, and visualization to support performance monitoring and decision-making.
Advanced data analysis and problem-solving skills, including the ability to interpret complex datasets, identify data quality issues, and implement corrective actions.
Strong scientific and technical writing skills, including experience contributing to donor reports, technical briefs, abstracts, and peer-reviewed publications.
Cultural competence and contextual awareness, with sensitivity to cultural differences and Nigeria’s diverse sociocultural settings.
Excellent management, interpersonal, teamwork, and problem-solving skills, with the ability to collaborate effectively across multidisciplinary teams.
Demonstrated ability to work independently and collaboratively, delivering high-quality results within defined timelines and meeting deadlines with minimal supervision.
Willingness and ability to travel within Nigeria, up to 25% of the time.
Qualifications and Requirements
Doctorate/Master’s Degree or its International Equivalent in Public Health, Biostatistics, Basic Medical Sciences, Medicine, or a Related Field.
Typically requires 6+ years of relevant experience analytical inquiry, evaluation science, or applied epidemiological analysis within public health or health systems contexts.
Experience conducting intermediate to advanced statistical analyses, including assessment of model assumptions and validation of analytical outputs.
Demonstrated experience writing statistical analysis programs using SAS or other statistical software (e.g., Stata, R) to generate or validate analysis datasets and produce tables, figures, and listings (TFLs) for statistical reports.
Prior experience working with Non-Governmental Organizations (NGOs), and familiarity with Nigeria’s public and/or private health sector systems.
Experience with national and state-level monitoring and evaluation systems supporting the implementation of Global Health Initiatives, especially in Global Health Security, is an added advantage.
Strong expertise in Strategic Information/Monitoring and Evaluation for large-scale, particularly U.S. Department of State (DoS)-funded projects with health system strengthening components is highly desirable.
