Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. We are recruiting to fill the position below:

Job Title: GBV / Case Management Roving Officer

Location: Gusau, Zamfara 
Employment Type: Contract (6 months with the possibility of extension)
Contract Type (Expat / National / Trainee): National
Reporting to: PSS/CM  Team Leader

Purpose / Objective of the Position

  • Two Roving GBV/Case Management Officers—one in the North‑East and one in the North‑West—ensure high‑quality, safe, survivor‑centered case management and GBV prevention across all LGAs.
  • They conduct monthly roving visits to each location to review case files, carry out spot checks, shadow partner sessions, and provide direct assistance on complex or sensitive cases.
  • Both Officers will work very closely with the CM/GBV Specialist, supporting the review and validation of all Cash for Protection and IPA cases, updating guidance, and ensuring GBV prevention and response standards are respected.
  • They coordinate with each other to harmonize referral pathways, share learning, and ensure consistency across the various implementing locations in the regions.
  • The CM/GBV roving officer will also be in charge of supervising/coaching DRC staff first and foremost on CM, C4P, EMAP and other GBV prevention activities and reviewing IPA cases but also will sometimes give advises to local partners by carrying out field visits, spot checks etc on GBV responses and prevention implementation in coordination with the CM/GBV specialist.
  • The GBV/CM Roving Officers are responsible for delivering EMAP trainings, contextualising EMAP modules, and supervising EMAP implementation through CBPS and partners.
  • They must therefore show that they participated in a valid EMAP TOT or have been working with EMAP and at least one year of experience delivering EMAP sessions or any other GBV prevention/behaviour change programme (SaSA, JoT, Girls Shine etc).
  • The Officers will also co- organize major GBV events such as 16 Days of Activism and International Women’s Day (8 March) with the PSS/CM TL and CM/GBV Specialist. 

Duties and Responsibilities
Programming:

  • Conduct monthly roving visits to all NE and NW LGAs to review case management practices, documentation, and adherence to DRC SOPs and GBV standards.
  • Provide direct technical support to partner caseworkers and PSS/CM Officers on complex, sensitive, or high‑risk cases, including GBV, CP, and general protection cases.
  • Deliver direct case management when required, especially for GBV linked or highly sensitive cases requiring specialized handling.
  • Provide individual lay counselling to survivors or individuals experiencing psychosocial distress linked to GBV or protection risks.
  • Review, validate and advise on all Cash for Protection/IPA cases, ensuring risk analysis, eligibility, documentation, and follow-up meet protection standards and due diligence requirements.
  • Work closely with the CM/GBV Specialist to ensure consistency, quality, and alignment of case management and GBV prevention approaches across LGAs.
  • Coordinate with the other Roving Officer (NE ↔ NW) to harmonize referral pathways, share lessons learned, and ensure consistent quality across regions.
  • Support PSS/CM Officers during periods of high caseloads by providing additional case management capacity and technical guidance.
  • Deliver EMAP trainings to CBPS and partner staff, ensuring correct understanding of accountable practice and gender transformative approaches.
  • Supervise EMAP implementation by CBPS, by DRC PM/CBP officers, and local partners staff, including shadowing sessions and providing real-time coaching. At times, may be requested to deliver himself/herself EMAP sessions so other partners/staff can shadow them.
  • Contextualize EMAP modules and GBV prevention tools for use by CBPS to ensure sustainability and community ownership.
  • Ensure partners staff and PSS/CM Officers apply structured PSS and integrate GBV risk mitigation into their daily work.
  • Provide guidance to DRC on when to refer GBV cases, ensuring safe, confidential, and survivor ‑centered pathways.
  • Maintain and regularly update service mapping and referral pathways across all NE and NW LGAs.
  • Contribute to the development and updating of GBV response, GBV prevention, and CM guidance, ensuring alignment with DRC standards and donor expectations.

Representation and Coordination:

  • Attend monthly GBV AoR and CM WG meetings in Maiduguri (NE Officer), complementing the CM/GBV Specialist who cannot always attend in person.
  • Participate in LGA level coordination meetings in both NE and NW when required.
  • Liaise with GBV, CP, health, legal, and psychosocial service providers to strengthen referral pathways and ensure timely support for survivors.
  • Coordinate closely with PSS/CM Officers, CBPS, and partner teams to ensure harmonized approaches across LGAs on CM and GBV prevention.
  • Support the CM/GBV Specialist and PSS/CM TL in representing DRC’s GBV/CM interests with external stakeholders.

Reporting:

  • Produce monthly roving visit reports with findings, recommendations, and follow‑up actions for each LGA.
  • Contribute to weekly, monthly, and donor reports with qualitative and quantitative updates on case management and GBV prevention activities.
  • Document trends, risks, and gaps observed during field visits and share analysis with the CM/GBV Specialist, PSS/CM TL, and Protection Implementation and Partnership Manager.

Operations:

  • Ensure compliance with DRC policies, PSEA, Child Safeguarding, and data protection standards.
  • Coordinate movement plans for roving visits and ensure timely communication with field teams.
  • Support partners in planning logistics for GBV prevention activities, EMAP sessions, case management follow-up,cash for protection/IPA.
  • Ensure proper filing, storage and confidentiality of sensitive case files reviewed during field visits.

Capacity Building:

  • Provide on the job coaching, mentoring, and bilateral case discussions with partner caseworkers and PSS/CM Officers.
  • Deliver targeted trainings on:
    • GBV core concepts and survivor ‑centered approaches
    • General protection case management and Distinction between GBV CM, general CM, and PSS
    • Vulnerability/Safe referrals
    • EMAP principles, Accountable Practices and other GBV related behaviour change programming
    • Documentation and data protection
  • Support partners to strengthen their internal GBV prevention systems, including community engagement and CBPS support.
  • Contribute to the development and contextualization of tools, checklists, and guidance notes to improve case management and GBV prevention quality.
  • Shadow partner sessions to ensure standards are applied and provide real‑time coaching.

Monitoring and Evaluation:

  • Conduct regular case audits during roving visits to ensure compliance with SOPs and minimum standards.
  • Monitor the quality of GBV prevention activities implemented by CBPS and partners.
  • Provide feedback and corrective action plans to partners and PSS/CM Officers.
  • Participate in case conferences for high‑risk or complex cases.
  • Support the CM/GBV Specialist and MEAL team in assessments, safety audits, and GBV risk analysis.

Events & Advocacy:

  • Co-organize and coordinate 16 Days of Activism, International Women’s Day (8 March), and other GBV related events with the PSS/CM TL and CM/GBV Specialist.
  • Support partners and CBPS to plan and implement community‑based GBV awareness and advocacy activities.
  • Ensure all events reflect survivor‑centered, inclusive, and protection‑sensitive approaches.

Others:

  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
  • As the CM/GBV officer is roving, he/she needs to ensure quality assurance and adherence to GBV and protection case management minimum standards across all supported LGAs for the one in the NW and the other in the NE with key concerns reported immediately to the GBV/CM specialist who will liaise with the implementation team to fix things and to the protection coordinator then.

Requirements
Education:

  • Ideally, a University Degree in Psychology, Gender studies, Social Work, Social Sciences, Mental Health, Law, Sexual and Reproductive Health, Human Rights or related field is preferred.
  • Relevant professional experience may be considered in lieu of a completed degree.

Experience and Technical Competencies:

  • Minimum of 3 years of experience in protection programming, including GBV response, case management, or psychosocial support.
  • Demonstrated experience handling complex and sensitive GBV cases.
  • EMAP TOT certification and minimum 1 year of experience delivering EMAP sessions.
  • Strong understanding of GBV prevention, EMAP, and community‑based approaches.
  • Experience reviewing or managing Cash‑for‑Protection/IPA cases including risk analysis, documentation, and follow‑up.
  • Experience providing technical support or coaching to partners or field teams.
  • Strong knowledge of protection principles, safe referrals, and confidentiality.
  • Ability to travel frequently across multiple LGAs in both NE and NW.
  • Strong interpersonal, communication, and analytical skills At least 1 year in a supervisory or coaching role for PSS and/or Case Management and/or GBV including GBV prevention and/or response.
  • Experience working with IDPs, refugees, or conflict‑affected communities.
  • Experience supporting or supervising local partners.
  • Experience of direct interview/support skills with traumatised individuals.
  • Strong skills in documentation, data protection, and analysis and detailed oriented person.
  • Ability to work under pressure and in remote field locations.

Desirable:

  • Experience in GBV/CP case management (at least for a year) and strong experience in GBV behaviour change programming and GBV prevention framework.
  • Experience in project cycle management and monitoring tools.
  • Knowledge of DRC protection approaches and Nigeria humanitarian context.
  • Study in gender, social work and psychosocial support is a very strong asset.

Languages:

  • Fluency in written and spoken English.
  • Fluency in locally spoken languages is added advantage.
