Job Title: Learning and Development Manager

Main objective and responsibility of the position
The L&D manager provides strategic and functional expertise and advice in learning & development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the country program’s operational goals effectively.
Accountabilities:
Define, implement, and continuously improve the Learning & Development (L&D) strategy for the country programme, in alignment with operational priorities, HR strategy, and MSF L&D frameworks.
Lead annual L&D planning and budget management, based on structured Learning Needs Analyses (LNA), ensuring effective prioritization, monitoring of expenditure, and value for money.
Advise and support coordinators, managers, and supervisors to identify learning needs, address skills and performance gaps, and create supportive learning environments using appropriate tools and methodologies.
Design, coordinate, and implement a range of learning solutions (training, coaching, mentoring, onboarding, job shadowing, and blended/online learning), adapting or developing alternatives where needed.
Promote equitable access to learning opportunities for all staff and actively foster a culture of learning, performance, and continuous development across all levels and locations.
Guide managers and staff on individual development pathways, talent development, mobility, and succession considerations.
Promote and ensure effective use of MSF digital learning platforms (e.g. Tembo), supporting accessibility, uptake, and meaningful engagement.
Develop and implement country-specific learning, mobility, and onboarding guidelines, including coordination of MSF induction and onboarding activities for new staff.
Strengthen performance management practices by supporting managers in setting objectives, applying MSF transversal competencies, and addressing performance gaps through appropriate development solutions.
Act as a technical L&D reference for project HR Managers and trainers, providing guidance, capacity-building, and quality assurance for L&D activities at project level.
Plan, facilitate, or support delivery of trainings and workshops (e.g. people management, leadership, coaching, mentoring, transversal competencies), including coaching trainers and facilitators.
Conduct regular project visits to support L&D planning, implementation, follow-up, and post-learning application, ensuring alignment with operational objectives.
Collaborate with other MSF sections and partners to share learning solutions, tools, and best practices, and contribute to global L&D initiatives.
Ensure accurate monitoring, reporting, and documentation of L&D activities, including timely submission of data to HQ and HR coordination through MSF HR systems.
Essential fluent English language. Desirable local language(s).
