Job Title: Compliance Officer
Location: Maiduguri, Borno
Job Purpose
The Compliance Officer provides direct support to the Senior Country Officer (Country Director) in overseeing the integrity and compliance framework of the INTERSOS Nigeria Mission.
He/She is responsible for assisting the Senior Country Officer in identifying compliance risks, preparing for internal and external audits, managing the Community Feedback and Response Mechanism (CFRM), and ensuring the Senior Country Officer is fully briefed and equipped to make informed decisions regarding compliance, governance, and risk management.
Responsibilities
Support to Senior Management on Compliance & Governance:
Prepare briefing notes, risk summaries, and compliance updates for the Senior Country Officer prior to strategic meetings with donors, authorities, or internal governance bodies.
Consolidate information from program and operations teams to provide the Senior Country Officer with a comprehensive view of the mission's compliance status.
Draft correspondence and reports (e.g., EFCC SCUML reports, donor audit responses) for the review and signature of the Senior Country Officer.
Alert the Senior Country Officer to emerging compliance risks or sensitive issues that require immediate leadership attention.
Management of Community/Complaint Feedback and Response Mechanism (CFRM):
Support the implementation and day-to-day coordination of the CFRM in line with agency SOPs, ensuring the Senior Country Officer remains informed of community sentiment.
Assist in the initial review and documentation of sensitive complaints (safeguarding, fraud, abuse of power) to prepare comprehensive case files for the Senior Country Officer’s review before formal investigation processes are initiated.
Maintain an organized and confidential complaint database, providing the Senior Country Officer with regular, anonymized trend analysis to inform strategic decision-making.
Follow up on investigation outcomes to ensure that the resolutions and mitigation measures endorsed by senior management are implemented by relevant departments.
Internal Compliance Monitoring and Audit Coordination:
Conduct routine spot checks and compliance visits (vendor screening, asset management, warehouse checks) to gather data and report findings directly to the Senior Country Officer.
Support the Senior Country Officer in preparing for internal and external audits by gathering necessary documentation, coordinating with department heads, and drafting preliminary responses.
Maintain and update the central audit findings matrix and risk register, ensuring the Senior Country Officer has a real-time overview of outstanding recommendations and progress on corrective actions.
Assist in monitoring the implementation of audit pledges, providing the Senior Country Officer with regular status updates on departmental progress**.**
Capacity Building and Communication:
Assist in developing and delivering compliance awareness sessions and inductions for staff, reinforcing the messages and priorities set by the Senior Country Officer.
Act as a liaison between the Senior Country Officer and other departments to ensure compliance requirements are clearly communicated and understood.
Attend meetings on fraud prevention or compliance (as delegated by the Senior Country Officer) and provide clear, concise summaries and actionable recommendations to the Senior Country Officer.
Position Requirements
Bachelor’s Degree in social science, Law, Development Studies, or a similar discipline.
2 to 3 years of relevant experience in a humanitarian or NGO setting.
Strong organizational and administrative skills with the ability to prepare clear, concise reports and summaries for senior management.
Excellent interpersonal and networking skills; ability to build trust and facilitate information flow between field teams and the Senior Country Officer.
Proven ability to handle sensitive information with discretion, integrity, and confidentiality.
Ability to work independently but with a clear understanding of when to escalate issues to the Senior Country Officer.
Detail-oriented with a proactive approach to identifying problems and suggesting solutions.
Proficient in English (spoken and written). Knowledge of Hausa and Kanuri is strongly desired to facilitate communication with community feedback mechanisms.
Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use digital tools for data management and research.
