- Nuru Nigeria agricultural sequence involves providing partners with improved and qualitative farming inputs such as improved groundnut seeds, improved soybean seeds and seed treatment in order to increase farmers yield and household income.
- Groundnut and soybean cultivation is one of the major livelihood activities carried out by rural farmers in Northeast Nigeria.
- In addition the importance of Bio-fertilizers (inoculants) are natural inputs that contain beneficial microorganisms which improve soil fertility and plant growth, enhance root development and crop growth, reduce dependence on chemical fertilizers and lower production costs, improve soil structure and long-term soil health, environmentally friendly and safe for farmers and consumers, while the fungicide help to prevent and control fungal diseases leading to better crop establishment, reduce crop losses and improve yield stability, support healthy plant growth when used correctly and at recommended dosage.
- The quality seed to be supplied should be certified or improved seed that is healthy, viable, and adapted to local condition having high germination rate, resistance to pests, diseases, and drought, higher yield potential compared to local or recycled seed, early maturity and uniform growth, improved produce quality and market value
- Access to qualitative and improved inputs especially seeds have been challenging over the years and with this intervention farmers now have access to improved and qualitative inputs which translate directly to their yield alongside some good agricultural practices.
Terms of Reference (ToR ):
Objective:
- The objective of this activity is to provide farmers with certified/improved groundnut and soybean seeds from a certified seed company.
- Increase farmers access to qualitative and improve inputs
- Reduce transactional cost for farmers.
- Increase crop yield and production
- Promote adoption of improved agronomic practices
Scope of Work/Methodology:
- The crop loan package is for all the NN communities in Toungo.
Deliverables/Expected Outputs:
- Seeds should be certified by a recognized authority or clearly labeled with variety name, production date, and expiry date.
- Seeds should have a high and good germination rate (above 90%), germination rate.
- Seeds should be free from dirt, stones, chaff, weed seeds, and other foreign materials with a 98% purity level.
- Seeds should be alive and capable of germinating under suitable conditions.

- The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

- Tranche-based payment:
- 50% on delivery
- 30% after germination confirmation
- 20% after evaluation.
Additional Information:
- In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting the performance of the contract or distorting competition.
- Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Nuru Nigeria in its decision concerning the award of the contract will result in the immediate rejection of the tender.
- No liability can be accepted for the late delivery of tenders. Late tenders will be rejected and will not be considered.

Content of Tenders:
The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA in compliance with the requirements set out. The proposal shall include, as a minimum:
- NN Supplier registration form and Code of Conduct duly completed. These NN forms should be completed with all required information, and the information below should be provided accordingly.
- Proof of company registration in Nigeria (CAC certificate);
- Audited financial statements
- Proof of financial capacity
- SCUML certificate from EFCC
- Proof of being a seed-producing company registered with the National Seed Council of Nigeria
- Current Tax Payment Certificate;
- Quotation or detailed Price offer.
- Prices offered must be in Nigerian Naira currency.
- Only Unit price with WHT included will be accepted.
- 7.5% Value added tax (VAT) should be stated
- Quotation must have a date and validity
- The quotation must mention mode of payment.
- Nuru Nigeria’s Code of Conduct filled and signed by the duly authorized person.
- Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.
