Job Title: HSE Manager
Location: Abuja
Job Summary
The HSE Manager will be responsible for developing, implementing, and overseeing the Health, Safety, and Environment (HSE) management system across all Mshel Homes Limited projects and operations.
With a minimum of 10 years of HSE experience in the construction or real estate sector, the successful candidate will lead a culture of safety excellence, ensure regulatory compliance, and protect the wellbeing of all employees, contractors, and visitors on company sites.
Key Responsibilities
Develop, implement, and continuously review the company's HSE management system, policies, and procedures in alignment with Nigerian regulations and international best practices.
Lead the HSE function across all active construction sites and company facilities, providing strategic direction and operational oversight.
Ensure full compliance with the Factories Act, Environmental Impact Assessment (EIA) requirements, NESREA regulations, and all applicable HSE legislation.
Conduct regular HSE audits, inspections, and risk assessments across all project sites and prepare comprehensive reports with corrective actions.
Investigate all accidents, incidents, near-misses, and dangerous occurrences; identify root causes and implement preventive measures.
Develop and deliver HSE training programmes for employees, site workers, and contractors at all levels.
Lead emergency response planning and conduct regular drills across project sites.
Manage HSE documentation including permits-to-work, method statements, risk registers, and incident logs.
Coordinate with project managers, architects, builders, and subcontractors to integrate HSE requirements into all project phases.
Engage with regulatory bodies, clients, and external auditors on all HSE matters.
Prepare and present monthly, quarterly, and annual HSE performance reports to senior management.
Mentor, coach, and manage the HSE team including HSE Officers and safety stewards.
Qualifications & Experience
Bachelor's Degree in Environmental Science, Engineering, Occupational Health & Safety, or a related field. A postgraduate qualification is an added advantage.
Minimum of 10 years of progressive HSE experience, with at least 5 years in a senior HSE management role within the construction, real estate, or infrastructure sector.
Relevant professional certifications are required: NEBOSH International Diploma (or equivalent), ISPON membership, or other recognised HSE certifications.
Demonstrated experience managing HSE on large-scale construction projects.
Skills & Competencies:
In-depth knowledge of Nigerian HSE legislation and international safety standards (ISO 45001, ISO 14001).
Proven ability to develop and implement HSE management systems from the ground up.
Strong leadership, stakeholder management, and influencing skills.
Excellent incident investigation and risk assessment capabilities.
Strong written and verbal communication skills for reporting and training delivery.
Proficiency in Microsoft Office and HSE management software.
