Job Title: Project Director - Independent Project Monitorings Assurance Services
Location: Nigeria (Head Office with oversight of multiple project sites)
Reporting to: Executive Director - Consulting Services
Role Purpose
- The Project Director leads and coordinates the Independent Project Monitoring and Assurance Services across multiple project sites.
- The role ensures that all project monitoring activities-including technical verification, contractor performance monitoring, progress validation, and certification of contractor invoices for payment-are executed in accordance with the client's contractual, technical, and financial requirements.
- The Project Director provides strategic leadership to both the expatriate oversight team and local site monitoring teams, ensuring consistent standards of engineering assurance, quality verification, cost validation, and contractual compliance across all monitored projects.
Key Responsibilities
Leadership of the Project Monitoring Program:
- Provide overall leadership and strategic direction for the project monitoring and assurance services.
- Coordinate the activities of expatriate technical specialists overseeing multiple project sites.
- Ensure consistent implementation of project monitoring methodologies across all sites.
- Supervise the performance of the multidisciplinary monitoring teams.
Independent Assurance and Project Oversight:
- Ensure independent verification of project progress, quality, and compliance with contract specifications.
- Oversee verification of:
- Engineering designs
- Construction methodologies
- Contractor deliverables
- Compliance with technical standards.
- Ensure that project execution aligns with approved engineering drawings, specifications, and project schedules.
Certification of Contractors' Invoices:
- Provide oversight of the verification process for contractor payment applications.
- Ensure that payment certifications are based on:
- Validated quantities of work executed
- Verified milestones achieved
- Compliance with contractual conditions.
- Review recommendations from quantity surveyors and cost engineers before certification.
- Ensure integrity, transparency, and accuracy in the certification process.
Technical Oversight of Engineering Disciplines:
- Coordinate the activities of discipline specialists responsible for:
- Civil Works: Structural works, foundations, infrastructure, roads, and drainage.
- Mechanical Systems: Rotating equipment, static equipment, piping systems, and mechanical installations.
- Electrical Systems: Power systems, substations, electrical installations, and distribution systems.
- Instrumentation and Control: Control systems, automation, instrumentation installations, and process monitoring systems.
- Cost Engineering: Project cost verification, cost control, and contract financial compliance.
Contract Compliance and Risk Management:
- Ensure contractors comply with contractual obligations.
- Identify and escalate risks relating to:
- Cost overruns
- Schedule delays
- Technical non-compliance
- Safety or environmental issues.
- Recommend mitigation strategies to protect the client's interests.
Coordination of Site Monitoring Teams:
- Supervise and coordinate the activities of local monitoring teams across all project sites.
- Ensure site teams perform:
- Inspections
- Technical verification
- Progress monitoring
- Contractor oversight.
- Ensure timely submission of reports from all project sites.
Reporting to the Client:
- Serve as the principal liaison between the monitoring team and the client.
- Provide periodic project assurance reports covering:
- Project progress
- Technical compliance
- Contractor performance
- Payment certification status
- Risk assessments.
- Present monitoring findings and recommendations to client leadership.
Stakeholder Coordination:
- Coordinate with contractors, consultants, and client representatives.
- Lead technical review meetings, project monitoring sessions, and progress reviews.
- Ensure all stakeholders operate within the contractual framework.
Quality Assurance and Standards Compliance:
- Ensure all monitoring activities follow international engineering and project management standards.
- Maintain strict independence and professional integrity in all assurance activities.
Key Performance Indicators (KPIs)
- Performance of the Project Director will be measured based on:
- Accuracy and integrity of contractor payment certifications
- Effectiveness of project monitoring across sites
- Quality of assurance reports
- Identification and mitigation of project risks
- Client satisfaction with monitoring services
- Coordination efficiency of multidisciplinary teams
Requirements
Educational Qualifications:
- Bachelor's Degree in Engineering (Civil, Mechanical, Electrical, or related field).
- A Master's degree in Engineering, Project Management, or Construction Management is advantageous.
Professional Certification (Preferred):
- Registered Professional Engineer (PE/COREN/equivalent).
- Professional membership in recognized engineering bodies.
- Project Management certification (PMP or equivalent) is advantageous.
Experience:
- 20+ years of engineering and project management experience.
- Minimum 10 years in senior leadership roles overseeing large infrastructure or industrial projects.
- Proven experience in:
- Project monitoring
- Engineering supervision
- Contract administration
- Independent assurance roles.
- Experience working with multidisciplinary engineering teams on large projects.
