Role Purpose
The Civil Engineer Consultant provides independent oversight and assurance of civil engineering contracts to ensure that all civil works are executed in accordance with approved designs, technical specifications, contractual obligations, and applicable standards.
The role focuses on monitoring contractor performance, verifying quality of civil works, reviewing technical submissions, identifying risks, and reporting on compliance and project progress.
The consultant acts as an independent engineering authority to protect the interests of the client and ensure that civil engineering contracts deliver the required outcomes in terms of quality, safety, cost, and schedule.
Summary
The Civil Engineer Consultant ensures that civil engineering contracts are executed effectively, safely, and in compliance with required standards, providing independent oversight that safeguards the interests of the client and project stakeholders.
Ensure construction activities comply with approved designs, technical specifications, and quality standards.
Review inspection reports, testing results, and quality documentation.
Risk Management:
Identify potential risks related to civil engineering contracts, including structural integrity, construction methodology, and site conditions.
Evaluate risks affecting cost, schedule, safety, and structural performance.
Recommend mitigation strategies to minimize project risks.
Project Monitoring and Reporting:
Track project progress against contract milestones and deliverables.
Conduct site inspections to verify construction progress and compliance.
Prepare independent reports on contractor performance, highlighting any technical deviations, delays, or non-conformities.
Technical Support and Guidance:
Provide expert civil engineering advice to project teams, clients, and contractors.
Assist in resolving technical disputes related to construction methods, design interpretation, and contract implementation.
Review contractor method statements, technical proposals, and engineering calculations.
Stakeholder Coordination:
Act as an independent liaison between clients, contractors, consultants, and regulatory authorities.
Facilitate technical meetings, inspections, audits, and contract review sessions.
Support coordination between civil, mechanical, and electrical disciplines.
Compliance with Health, Safety, and Environmental Standards:
Ensure civil engineering works comply with health, safety, and environmental regulations.
Verify contractor adherence to site safety procedures and environmental management plans.
Support implementation of best practices in construction safety and sustainability.
Key Responsibilities
Contract Review and Compliance:
Review civil engineering contracts to ensure technical and commercial provisions are clear, achievable, and compliant with applicable engineering standards and regulations.
Verify that contractors and subcontractors comply with contractual obligations and approved project documentation.
Review civil drawings, specifications, design calculations, and technical submissions.
Quality Assurance and Control:
Monitor the quality of civil engineering works including:
Earthworks and excavation
Foundations and structural works
Reinforced concrete structures
Roadworks and pavement systems
Knowledge of international civil engineering codes and standards such as:
Eurocodes
ACI
ASTM
BS Standards
AASHTO (for transportation projects)
Qualifications
Education:
Bachelor's Degree in Civil Engineering or related discipline.
A Master's degree in Structural Engineering, Construction Management, or related field is an advantage.
Professional Certification (Preferred):
Registered Professional Engineer (PE/COREN/equivalent).
Membership of a recognized engineering institution (e.g., NSE, ICE, ASCE).
Experience:
10-20 years of experience in civil engineering design, construction, or infrastructure projects.
Experience in contract management, construction supervision, or engineering assurance roles.
Exposure to large infrastructure or industrial projects such as:
Ability to review engineering designs and identify technical risks.
Strong capability in contract interpretation and technical evaluation.
Communication Skills:
Strong report writing and documentation ability.
Ability to communicate technical findings to senior stakeholders.
Leadership and Coordination:
Ability to coordinate multidisciplinary teams and external contractors.
Strong stakeholder engagement and negotiation skills.
