Job Title: Technical Operations Officer - Interconnect Exchange

Job Description

• This role sits at the intersection of telecom engineering, network operations, and project delivery.
• The ideal candidate will combine deep technical expertise in interconnect systems with strong operational discipline to ensure optimal performance, compliance, and continuous improvement of Voixone’s exchange platform.
• You will be responsible for ensuring 24/7 service availability, managing interconnect relationships, driving infrastructure projects, and safeguarding revenue through accurate traffic monitoring and reconciliation.

Key Responsibilities
Interconnect Operations & Network Performance:

• Oversee the end-to-end operations of the interconnect exchange, ensuring high availability, reliability, and optimal performance.
• Manage connectivity with Mobile Network Operators (MNOs), carriers, ISPs, and international partners.
• Monitor and optimize voice and messaging traffic flows, ensuring minimal latency and zero service disruption.
• Troubleshoot and resolve routing, signaling, and quality issues across interconnected networks.

Signaling, Routing & Traffic Intelligence:

• Analyze Call Detail Records (CDRs) and signaling data to identify trends, anomalies, and potential fraud.
• Manage routing tables and interconnect configurations to ensure efficient traffic delivery and cost optimization.
• Implement proactive measures for fraud detection, traffic leakages, and revenue protection.
• Ensure compliance with interconnect quality standards and SLAs.

Project Delivery & Infrastructure Management:

• Lead technical projects including:
  • New partner/carrier onboarding
  • Interconnect expansions
  • Network upgrades and migrations
• Coordinate cross-functional teams (NOC, Engineering, IT) to ensure timely and successful project execution.
• Conduct risk assessments and impact analysis for all network changes.
• Maintain detailed technical documentation for all deployments and upgrades.

Regulatory Compliance & Revenue Assurance:

• Ensure full compliance with Nigerian Communications Commission (NCC) regulations and interconnect frameworks.
• Manage interconnect agreements, billing validation, and partner reconciliations.
• Investigate and resolve billing disputes and traffic discrepancies.
• Maintain accurate records of routes, traffic history, and contractual obligations.

Vendor & Stakeholder Engagement:

• Manage relationships with technology vendors and service providers, ensuring optimal system performance and support.
• Serve as a key liaison between technical teams and business stakeholders.
• Drive continuous improvement in service delivery through data-driven insights and reporting.

Requirements
Educational Qualificaion & Experience:

• B.Sc./B.Eng in Electrical/Electronic Engineering, Telecommunications, Computer Science, or related field.
• Must have 4–6 years’ hands-on experience in telecom interconnect operations within Nigeria.
• Proven experience working with interconnect exchanges, VoIP platforms, or telecom core networks.

Technical Expertise:

• Strong knowledge of:
  • SS7, SIP, H.323 signaling protocols
  • VoIP and NGN/IMS architectures
• Hands-on experience with:
  • Softswitches and Session Border Controllers (SBCs)
  • Network monitoring and traffic analysis tools
• Solid understanding of:
  • Linux systems administration
  • IP networking (TCP/IP, DNS, BGP)

Project & Analytical Skills:

• Demonstrated ability to manage technical projects end-to-end (Agile/PRINCE2 certification is an advantage).
• Strong analytical capability in traffic analysis, fraud detection, and revenue assurance.
• Ability to interpret complex technical data and present actionable insights.
