Job Title: Subject Matter Expert, Data & GIS

Purpose of the position
The Subject Matter Expert, Data & GIS provides deep technical expertise in data management, analytics, geospatial information systems, and spatial analysis to support eHealth Africa’s business development efforts.
The role ensures that proposed data and GIS solutions are innovative, evidence‑based, aligned with donor priorities, and implementable in resource-constrained settings.
By bridging technical delivery teams and business development, the SME strengthens eHA’s positioning as a leader in leveraging data and geospatial technologies for health systems strengthening.
What You’ll Do
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.
Lead the technical design and writing of data management, analytics, and GIS components in proposals, concept notes, and capability statements.
Develop data architectures, geospatial analysis frameworks, and implementation approaches that are evidence‑based and scalable.
Translate complex data science and GIS concepts into clear, compelling narratives for diverse audiences
Monitor global and regional data/GIS trends, donor priorities, and funding opportunities to inform business development strategy.
Conduct competitive analyses and landscape assessments to strengthen eHA’s data and GIS value proposition.
Advise business development teams on opportunity evaluation, providing technical feasibility assessments and go/no‑go recommendations.
Represent eHA as a thought leader in data and GIS at conferences, technical working groups, and donor meetings.
Build and maintain strategic relationships with government ministries, national statistics offices, mapping agencies, multilateral partners, and GIS communities.
Collaborate with program teams, engineers, and delivery units to ensure proposed solutions reflect organizational capacity and lessons learned.
Support costing and budgeting processes for data infrastructure, GIS licensing, cloud hosting, and analytics components of proposals.
Maintain and expand a repository of reusable technical content, templates, and case studies to accelerate proposal development.
Identify opportunities to integrate emerging technologies (AI/ML, satellite imagery, IoT, real‑time dashboards) into eHA’s solution offerings.
Ensure compliance with donor regulations, organizational policies, and data protection standards (NDPR, GDPR).
Prepare, validate, and maintain project documentation, dashboards, and reports, ensuring accuracy, timeliness, and accessibility.
Champion data quality, governance, and responsible data use across all proposed solutions.

Education and Experience
Master’s Degree in GIS, Geography, Data Science, Epidemiology, Public Health, Statistics, Computer Science, or related field; doctoral degree preferred.
Minimum of 8+ years of progressive experience in data management, GIS, spatial analysis, or health informatics, with at least 3 years in a business development, proposal writing, or technical advisory role.
Advanced proficiency in GIS platforms and tools (ArcGIS, QGIS, Google Earth Engine, PostGIS) and data analysis/visualization tools (Python, R, Tableau, Power BI, D3.js).
Strong knowledge of spatial data infrastructure, geostatistics, remote sensing, ETL pipelines, database management (PostgreSQL, MongoDB), and cloud platforms (AWS, Azure, GCP), alongside familiarity with health data standards (HL7 FHIR, ICD‑10/11, ADX, SDMX).
Proven track record of contributing to winning proposals for major donors (USAID, WHO, Global Fund, BMGF, CDC, etc.), with hands‑on expertise in health program data systems (DHIS2, HMIS, CRVS, IDSR) and their integration with geospatial platforms.
Fluency in English (spoken and written) required; fluency in French is a significant advantage.
