We are recruiting to fill the position below:

Job Title: Consultant (RECONNECT Mid-Project Assessment)

Locations: Abuja, Edo and Lagos

Background 

  • ActionAid Nigeria (AAN), is implementing the "Reintegration and Empowerment for Connecting and Nurturing Opportunities of Vulnerable Populations and Returning Migrants (RECONNECT)" project across Edo, Lagos, and Abuja.
  • The RECONNECT Project is a multi‑state initiative designed to strengthen the socio‑economic resilience of vulnerable populations, including returnees, internally displaced persons (IDPs) and other vulnerable populations.  Implemented in Lagos, Edo, and the Federal Capital Territory (FCT), the project focuses on reintegration through livelihood development, skills training, enterprise support, and cooperative strengthening.
  • RECONNECT recognises the crucial role that economic empowerment plays in rebuilding stability and dignity for individuals transitioning from crisis or displacement.
  • As such, the project supports beneficiaries through vocational training, cooperative integration, business development services, and market‑oriented interventions that expand opportunities for sustainable income generation and private sector linkages.
  • As the project advances, conducting a Mid‑Project Assessment becomes essential for understanding its level of progress and the effectiveness of its strategies against the baseline finding.
  • This assessment is intended to capture achievements to date, measure progress against planned outputs and outcomes, and analyse how well project approaches are responding to the needs of the target populations.
  • Additionally, it provides an opportunity to critically examine the relevance of implementation methods, the efficiency of resources utilised, and the strength of partnerships and coordination mechanisms within the project locations.
  • The mid-term review will further help identify operational gaps, emerging challenges, and lessons learned, offering evidence‑based insights to enhance performance in the remaining implementation period.
  • By undertaking this Mid‑Project Assessment, RECONNECT aims to strengthen accountability to stakeholders, refine its interventions, and ensure that the project continues to deliver meaningful and sustainable benefits to the communities it serves across Lagos, Edo, and the FCT.

Objectives

  • Compare current beneficiary conditions with baseline findings to determine project progress.
  • Document beneficiary perceptions of project interventions and assess whether their needs are being adequately addressed.
  • Identify unintended outcomes, positive or negative, arising from the RECONNECT project.
  • Identify implementation challenges and opportunities that can inform project improvement.
  • Generate evidence to guide adaptive planning for the remaining project period, which will strengthen delivery and impact.

Methodology

  • The project will engage a consultant who will conduct this assessment and submit all findings to AAN.
  • The consultant will conduct a mixed‑methods assessment combining qualitative and quantitative approaches, supported by a review of existing project documents, such as reports.
  • The methodology will include in‑depth interviews with beneficiaries, and key informant interviews with project staff and selected stakeholders to obtain a deeper understanding of implementation processes, coordination efforts, emerging lessons, and overall project progress.
  • Additionally, field observations during site visits will allow the consultant to directly observe activities, helping to validate and contextualise findings for a comprehensive analysis of the project’s performance.

Scope of Work
The consultant/firm will:

  • Review project documents including proposal, workplans, reports and other relevant project information vis-a-vis what will be obtained.
  • Conduct field visits to Lagos, Edo, and FCT.
  • Interview key stakeholders including project staff, beneficiaries, cooperative leaders, private-sector partners, and other relevant stakeholders.
  • Collect quantitative and qualitative data using mixed‑method tools.
  • Analyse data to assess project performance against targets.
  • Evaluate the sustainability and efficiency of ongoing interventions.
  • Examine gender, protection, and inclusion considerations within the program.
  • Prepare and submit a comprehensive Mid‑Project Assessment Report
  • Present findings to the project team and stakeholders.

Required profile for consultant
The consultant (She/he) / firm to be recruited should have the following experiences:

  • Advanced Degree in Development Studies, Economics, Project Management, Social Sciences, Monitoring & Evaluation, or a related field.
  • Minimum of 5 years experience conducting evaluations or assessments of development or humanitarian projects.
  • Proven experience in M&E, qualitative and quantitative research and data analysis.
  • Experience working on livelihoods, reintegration, migration, economic inclusion, or cooperative development programs is a strong advantage.
  • Demonstrated knowledge of participatory assessment methodologies.
