Job Summary
The General Manager, Government, External & Community Relations, is a senior leadership role responsible for developing, implementing, and overseeing comprehensive strategies to manage and enhance the organization's relationships with government entities, regulatory bodies, local communities, and other key external stakeholders across Nigeria.
This position will oversee and coordinate Government/External Relations and Community Relations, and Stakeholder Management. This role is critical to ensuring seamless service delivery, fostering strong community and stakeholder relationships, and aligning external relations with Oilserv Group’s strategic objectives in the energy and oil & gas sector.
This role will ensure the company's operations are well-understood, supported, and compliant with all relevant regulations, while fostering a positive public image and contributing to sustainable community development
Key Roles and Responsibilities
Government / External Relations and Interface:
Develop and execute a robust government relations strategy to advance the organization's interests, advocate for favorable policies, and mitigate regulatory risks at the federal, state, and local levels in Nigeria.
Establish and maintain strong, ethical, and productive relationships with key government officials, ministries, departments, agencies (MDAs), and legislative bodies.
Monitor, analyze, and interpret legislative, regulatory, and political developments that could impact the organization's operations, providing timely insights and recommendations to senior management.
Represent the organization in related industry associations, policy forums, and official government engagements.
Facilitate dialogue and build consensus with government stakeholders on matters of mutual interest, including investment, policy reform, and operational challenges.
Provide strategic direction and oversight to the Government/External Relations and Interface Coordinator, ensuring alignment with Oilserv’s external relations goals.
Community Relations & Stakeholder Management:
Lead engagement with local communities, government agencies, and other stakeholders to support Oilserv’s projects and operations
Establish and maintain strong, respectful, and transparent relationships with host communities, traditional rulers, community leaders, youth groups, and women's associations.
Lead negotiations and manage agreements with local communities, ensuring a clear understanding of expectations, benefits, and responsibilities.
Design, implement, and oversee sustainable community engagement and development programs aligned with Oilserv’s ESG, Corporate Social Responsibility (CSR) objectives, and local community needs.
Develop and manage community grievance mechanisms, ensuring timely and effective resolution of community concerns and conflicts.
Oversee the implementation of community investment projects (e.g., infrastructure, education, health, economic empowerment), ensuring transparency, accountability, and measurable impact.
Foster a culture of mutual respect and benefit between Oilserv and its host communities.
Manage local content development initiatives, ensuring compliance with relevant regulations and fostering local participation in Oilserv’s value chain.
Strategic Leadership & Management:
Develop and implement strategies to enhance Oilserv’s external relations and corporate services in alignment with company goals.
Prepare and present reports to the Group Chief Executive Officer and the Managing Director, Oilserv, on departmental performance, stakeholder engagement, and operational metrics.
Collaborate with other departments to ensure cohesive execution of company-wide initiatives.
Manage the departmental budget effectively, ensuring optimal allocation of resources for maximum impact.
Compliance and Risk Management:
Ensure all activities under Corporate Services and External Relations comply with Oilserv’s policies, industry regulations, and local laws.
Identify and mitigate risks related to stakeholder relations, community engagement, and service delivery.
Team Leadership and Development:
Lead, mentor, and develop a high-performing team of government, external, and community relations professionals.
Conduct performance evaluations for direct reports and oversee their responsibility for team appraisals, recommending training or development programs as needed.
Quality, Health, Safety & Environment:
Take responsibility for their health & safety and those of stakeholders across the Oilserv business.
Drive compliance with Occupational Health, Safety, Quality, and Environmental Policies, processes, procedures, and applicable laws/legal requirements across Oilserv’s business.
Requirements
B.A / B.Sc. Business Administration, Public Relations, Communications, or a related field
M.Sc. is an added advantage.
12 - 15 years of experience in corporate services, stakeholder management, or external relations, preferably in the oil & gas or energy sector. At least 7 years in a managerial role
CIPM, CIPR & other relevant professional certificates.
