The Chief Arts and Culture Officer organizes the division, plans and implements projects and programmes within his areas of expertise, and performs all other tasks entrusted to him by the hierarchical authority, in accordance with the objectives of ECOWAS.
Under the authority of the Director, he coordinates the management of the activities of his division.
Roles and Responsibilties
Organize the division, in collaboration with the personnel under its authority and other divisions;
Plan and oversee the implementation of activities related to the development of arts and culture in the region;
Ensure the implementation of the projects and action plans of the division, in accordance with the guidelines and guidelines of the Director, the Commissioner or the President of the Commission;
Prepare and submit to the management progress and evaluation reports on the progress of the implementation of artistic and cultural projects;
Perform any other task assigned by the Commissioner or the Director in the normal course of his or her responsibilities;
Design, plan, implement and monitor the division's budget;
Look for additional funding for the implementation of the division's projects;
Develop, in collaboration with the staff under their authority, an action plan for the management of the division;
Develop a performance contract for the division’s staff, in close collaboration with the Human Resources Directorate;
Organize regular consultations with the division staff;
Monitor and coordinate exchanges with Member States and technical and financial partners in the field of arts and culture;
Provide expertise in the implementation of arts and culture projects and programs;
Plan and monitor recruitment or collaboration needs with arts and culture consultants;
Develop a training plan for staff under their responsibility and ensure their implementation, in collaboration with the Human Resources Directorate;
Advise staff on capacity building opportunities;
Ensure alignment of staff performance with program objectives, taking into account current technological opportunities;
To guide the division’s staff in the implementation of the programmes within each area of expertise.
Qualifications
Hold a Master’s Degree or any other equivalent Degree in Cultural Industries, Cultural Heritage, Intellectual Property (copyright) or any other relevant field in the arts and culture sector, awarded by a recognized university.
Justify ten (10) years of professional experience, including at least two (2) years in a relevant international position and two (2) years in a management position;
Demonstrate a technical knowledge of theories, principles and methods in the fields of cultural industries, cultural heritage, intellectual property (copyright) and/or social sciences applied to the arts and culture;
Have a good command of theories and practices related to the management of programmes and projects in the fields of cultural industries, cultural heritage and intellectual property (copyright), as well as approaches to monitoring and evaluation, training and capacity building in these areas;
Demonstrate a good command of ECOWAS’ cultural policy and related fields, as well as a good understanding of the role of culture in empowering and empowering different actors.

Mastery of oral and written expression in one of the official languages of ECOWAS (English, French and Portuguese). Knowledge of another language would be an added benefit.
