Job Title: Cleaner, Judicial Procedings and File Management

Job Description

  • Under the supervision of the Deputy Chief Registrar, the Registrar of Judicial Procedures and Case Management is responsible for overseeing, monitoring and coordinating the activities of the Judicial Procedures and Records Management Division.
  • He/she guarantees an effective records management process while ensuring a direct supervision role under the authority of the Deputy Chief Registrar and a secondary supervisory role of the Assistant Registrars - Bailiffs, Registry Officers and Reproduction Officers.

Roles And Responsibilities

  • Supervise, monitor and coordinate the activities of the Division's Sections and Units under the authority of the Deputy Chief Registrar.
  • Perform the file management functions under the direct supervision of the Deputy Chief Registrar.
  • Be responsible for the development of the hearing role in accordance with the instructions of the Judges, the Chief Clerk and the Deputy Chief Clerk.
  • Supervise the verification of new requests, receipt, processing, transmission and service of all applications filed at the Registry.
  • Supervise the service of all pleadings to judges, parties, lawyers, and their transmission to translators and the Research Division, and ensure the translation of pleadings.
  • Prepare hearings in accordance with protocols, rules, instructions to the Chief Registrar and practical instructions under the supervision of the Deputy Chief Registrar.
  • Record a summary of the proceedings in the register during the hearings and prepare the minutes of the proceedings.
  • Assist and represent, if necessary, the Chief Registrar at hearings.
  • Assist the Chief Registrar and his Deputy in the performance of their duties.
  • Perform any other related tasks that may be assigned by the Judge-Rapporteur, the Chief Registrar or the Deputy Chief Registrar.

Qualifications

  • Hold a Master’s Degree in Law or equivalent obtained from a recognized university.
  • Demonstrate 10 years of experience in increasingly high leadership positions in the field of administrative law or related fields, including 2 years of relevant international experience and 2 years in a supervisory position.
  • Have knowledge of ECOWAS rules and regulations, policies, procedures and operations.
  • Have a proven professional competence and a mastery of administrative law and judicial procedures, ability to review and edit the work of others and to manage the operation of a department and its staff.
  • Have strong analytical skills and the ability to conduct in-depth legal research on a wide range of topics, develop interpersonal, negotiation, networking and presentation skills with proven ability to influence, explain complex data, show empathy and open-mindedness.

  • Ability to serve as a leader in assigned programs and projects by providing the managerial and operational expertise necessary to fulfill the organization’s mandate.

  • Well-developed network and interpersonal skills to search for feedback, information and data from a network of professionals from several countries/sectors/organizations and to identify and prioritize the most critical community needs.
  • Ability to manage and coordinate client management initiatives and make recommendations.
  • Ability to develop and implement best practices in customer service.

  • Knowledge of ECOWAS rules and procedures in order to interpret and apply the texts of the guidelines appropriately, provide technical advice, mentor others and evaluate performance.
  • Ability to analyze a situation using indicators to assess costs, benefits, risks and opportunities for success in decision-making.

  • Mastery of oral and written expression in one of the official languages of ECOWAS (English, French and Portuguese). Knowledge of another language would be an added benefit.
  • Organizational and project/program management skills with significant experience in identifying the timelines, targets, costs and resources required to produce operational/program/project results in line with the results-based management approach.
  • Ability to set effective goals and targets for yourself, others and the work cell, and to adjust work or project priorities in response to changing circumstances.
  • Ability to use a participatory approach in project planning and to identify gaps in the achievement of program/project expectations and to design and implement the necessary contingency plans to carry out the desired task.
  • Ability to implement rigorous monitoring and evaluation practices and to implement regular reporting schedules for key outcomes;
  • Ability to plan, organize, control resources and comply with policies, procedures and protocols to achieve specific objectives.

Annual Salary
UAC 66,123.98 / USD 104,330.42.
