Job Title: Grants Development & Compliance Officer

Purpose of the Role
The GDCO will be responsible for identifying funding opportunities, preparing high-quality grant applications, tracking active grants, and ensuring organisational compliance with donor requirements.
The role bridges resource mobilisation and programme accountability, supporting the organisation’s financial sustainability and programmatic credibility while strengthening the quality, coherence, and efficiency of grant development processes.
Key Responsibilities
Grant Identification & Acquisition:
Conduct ongoing donor landscape mapping to identify funding opportunities aligned with organisational priorities.
Develop and maintain a grants pipeline and funding calendar.
Lead the preparation, writing, and submission of concept notes, Letters of Intent (LOIs), and full grant proposals.
Coordinate with programme teams to ensure proposals reflect technical quality and operational feasibility.
Maintain relationships with donor contacts and monitor calls for proposals from key institutional funders.
Grant Tracking & Reporting:
Maintain a centralised grant tracking system (GDCS) capturing all active, pipeline, and closed grants.
Track reporting deadlines, disbursement schedules, and milestone deliverables for all active grants.
Coordinate timely submission of donor reports — narrative and financial — in line with grant agreements.
Prepare internal grant performance summaries for review by the BDM
Compliance & Donor Relations:
Ensure all grant activities adhere to donor rules, regulations, and contractual obligations.
Conduct periodic compliance reviews and flag risks to the BDM and Finance team.
Serve as the primary liaison for donor communications related to grants management.
Maintain complete, audit-ready grant files and documentation.
Support internal and external audits as they relate to donor-funded projects.
Proposal Quality Assurance & Compliance:
Conduct structured reviews of grant proposals to ensure technical coherence and logical flow, alignment between narrative, budget, and results frameworks and compliance with donor guidelines and submission requirements
Develop and apply internal quality assurance tools, checklists, and standards
Provide clear, actionable feedback to contributors to improve proposal quality.
Knowledge Management & Content Systems:
Develop and maintain a centralized proposal and organizational knowledge repository
Ensure proper documentation, storage, and retrieval of grant materials
Standardize reusable content and formats to improve efficiency and consistency
Implement systems for version control, content tagging and retrieval.
Results Frameworks & Technical Integration:
Support the development and refinement of logical frameworks (log-frames), indicators and results chains.
Ensure alignment between programme design, monitoring frameworks, and proposal narratives
Integrate inputs from technical, finance, and programme teams into cohesive outputs.
Output Integration & Team Coordination Support:
Consolidate and harmonize inputs from technical teams, finance teams and external partners into unified, high-quality documents
Ensure consistency in tone, technical depth, formatting and structure across all sections of deliverable documents
Track deliverables and follow up with contributors to ensure timely submission
Workload Optimization & Operational Support to the BDM:
Filter, structure, and prioritize incoming information and tasks for the BDM
Provide structured summaries, briefs, and organized documentation to support decision-making
Anticipate workflow challenges/bottlenecks in proposal development and implement solutions proactively
Act as a central coordination and quality control point for all business development outputs
Reduce the need for direct BDM intervention by ensuring high-quality first drafts and well-coordinated team inputs
Reduce the BDM’s operational workload by ensuring well-coordinated, high-quality outputs
Required Qualifications and Experience
Bachelor’s Degree in Development Studies, Public Health, Public Administration, Social Sciences, or a related field. A Master’s degree is an added advantage.
3–5 years of experience in grants management, resource mobilisation, or proposal development within the NGO/development sector.
Demonstrated experience writing successful grant proposals to institutional donors (USAID, FCDO, EU, UN agencies, etc.).
Strong understanding of donor compliance frameworks, reporting requirements, and grant lifecycle management.
Proficiency in grants management tools and Microsoft Office Suite.
Excellent written communication skills with high attention to detail.

Reporting and Supervision:
The Grants Development & Compliance Officer will report directly to the Business Development Manager and indirectly to the Secretary General/Country Director, and work closely with programme, finance, and technical teams across the organization.
