Job Title: Regional Malaria Surveillance Consultant

Location:  Remote

Purpose of the assignment
This consultancy will:

• Assess the structure, functionality, and effectiveness of regional surveillance systems in selected WCA countries, including malaria resistance surveillance in Nigeria (drug, diagnostic, and vector surveillance)
• Examine cross-border coordination mechanisms, including data sharing, joint response, and alignment with regional and international frameworks
• Generate strategic and actionable recommendations to inform efforts to enhance regional surveillance

Scope of Work
The consultant will focus on:

• Map and assess key regional surveillance systems, database platforms and coordination mechanisms (e.g. WAHO WHO Afro / UNICEF / NTD), to determine their mandates, functions, coverage, interoperability, and relative appropriateness for Malaria Consortium’s use, as well as their alignment with WHO guidelines, IDSR, IHR (2005), RCSDC strategies, and WAHO priorities. This will include a focused aassessment of malaria surveillance in Nigeria (drug, diagnostic and vector surveillance), and how these data are generated, reported, and used within the national surveillance system.
• Examining cross-border surveillance coordination, including existing protocols for data sharing, alert systems, and joint response mechanisms in selected MC focus countries.
• Engaging with ministries of health, national public health institutes, and regional actors to validate key findings and assess the feasibility and relevance of proposed recommendations.

• A report detailing the methodology, work plan, stakeholder engagement strategy, and assessment tools.
• Surveillance Systems Mapping
• Comprehensive documentation of regional platforms, covering their capacities, gaps, and interoperability.

Cross-Border Analysis:

• Review of coordination mechanisms and challenges to timely public health responses
• Strategic Recommendations Report
• Actionable proposals for enhancing surveillance systems, including guidance on which platforms are most appropriate for Malaria Consortium’s use, in line with the WHO, RCSDC, and WAHO frameworks.

Technical annex:

• Brief summary of malaria resistance surveillance systems in Nigeria to inform policy and advocacy work.
• Presentation to Malaria Consortium and Partners
• A PowerPoint presentation summarising findings and recommendations for sharing with key stakeholders.

Tentative Activities Schedule

Required Qualifications

• Advanced degree in Public Health, Epidemiology, or a related field.
• 10- 15 years of demonstrated experience in disease surveillance and evaluating health surveillance systems.
• Knowledge of WHO surveillance frameworks and regional health systems.
• Excellent analytical, written communication, and stakeholder engagement skills.
