Job Title: Human Resource Officer
Location: Damaturu, Yobe

Project: Lake Chad Inclusive Economic and Social Recovery Project (RESILAC*2)
Position Summary
The Human Resource Officer will be responsible for managing all human resource functions for the RESILAC*2 project at the state level.
The post-holder will ensure effective HR systems, staff welfare, compliance with labor laws, and a supportive workplace culture in line with organizational values and donor expectations.
Key Responsibilities
Coordinate recruitment processes including advertising vacancies, screening applications, organizing interviews, and conducting reference checks.
Prepare employment contracts, offer letters, and onboarding documentation for new staff.
Maintain accurate and up-to-date personnel files and HR records for all project staff.
Manage staff attendance, leave records, time sheets, and performance management processes.
Coordinate and support staff performance appraisal processes in line with organizational HR policies.
Ensure compliance with Nigerian labor laws, organizational HR policies, and ACF/CARE HR standards.
Manage staff benefits, health insurance, pension registration, and statutory deductions.
Facilitate staff orientation, onboarding, and capacity building initiatives.
Provide guidance and support to staff on HR policies, grievance procedures, disciplinary processes, and staff welfare issues.
Coordinate learning and development activities, training calendars, and professional development plans.
Maintain a staff database and proactively manage staff contracts, renewals, and separations.
Lead safeguarding-related HR functions including Code of Conduct orientation and SEAH prevention measures.
Support organizational culture initiatives that promote inclusion, staff wellness, and a respectful work environment.
Prepare monthly HR reports covering staffing levels, leave, turnover, and other HR metrics.
Qualifications
Bachelor's Degree in Human Resource Management, Business Administration, Social Sciences, or a related field. A professional certification (CIPM, SHRM, or equivalent) is an added advantage.
Minimum of 3 years of HR management experience, preferably in an NGO or international development organization.
Sound knowledge of Nigerian labor law, employment regulations, and HR best practices.
Experience managing HR functions in project-based or field-level settings.
Demonstrated experience with safeguarding policies, SEAH prevention, and staff wellbeing programs.
Experience with INGO HR systems and policies (ACF, CARE, or similar) is an advantage.
Proficiency in Microsoft Office Suite and HR information systems.

High level of confidentiality, integrity, and professionalism.
Ability to manage multiple HR processes simultaneously.
Empathy, staff-centered approach, and commitment to staff welfare.
Fluency in English; knowledge of Hausa is an asset.
