Job Title: Oil Spill Response QHSE Lead
Location: Rivers
Job Description
The Oil Spill Response QHSE Lead is responsible for ensuring that all oil spill preparedness and response activities comply with Quality, Health, Safety, and Environmental (QHSE) standards.
The role oversees risk management, emergency response planning, field safety supervision, regulatory compliance, and continuous improvement of spill response operations. The position acts as the primary QHSE advisor during spill incidents and exercises.
Lead QHSE oversight during oil spill response operations, including containment, recovery, shoreline cleanup, and waste management.
Coordinate with Incident Command System (ICS) teams to ensure safe and compliant response strategies.
Conduct hazard identification (HAZID) and risk assessments before and during response activities.
Ensure proper deployment and safe use of response equipment (booms, skimmers, dispersants, PPE, vessels).
Monitor field operations to enforce safe work practices and environmental protection measures.
QHSE Management:
Develop, implement, and maintain QHSE policies, procedures, and emergency response plans.
Ensure compliance with local, national, and international regulations (e.g., NOSDRA, IMO, MARPOL, OSHA).
Lead incident investigations, root cause analysis, and corrective action implementation.
Maintain QHSE documentation, permits, audits, and reporting systems.
Conduct regular QHSE inspections, drills, and readiness assessments.
Training & Competency:
Deliver training on oil spill response, HSE procedures, hazard communication, and emergency protocols.
Ensure all response personnel are competent and properly certified for their roles.
Organize tabletop exercises, full-scale drills, and scenario-based simulations.
Stakeholder & Regulatory Engagement:
Liaise with government agencies, regulators, community representatives, and partner organizations during spill events.
Prepare and submit mandatory QHSE and environmental compliance reports.
Support client audits, regulatory inspections, and third-party assessments.
Continuous Improvement:
Analyze response performance metrics and identify improvement opportunities.
Recommend upgrades to equipment, procedures, and raining programs.
Promote a strong safety culture across all response teams.
Qualifications
HND or Bachelor’s Degree in Environmental Sciences, Engineering, Occupational Health & Safety, Marine Science, or related field
Advanced certifications in QHSE or emergency response are an advantage. Professional Certifications (examples)
NEBOSH / IOSH
HSE Level 1—3
Incident Command System (ICS 100—400)
Oil Spill Response Training (CNA Class A or any IMO Level II equivalent)
First Aid / CPR
ISO 9001, 14001, 45001 auditor certifications
Skills & Competencies:
Strong knowledge of oil spill response techniques, equipment, and ICS structure.
Excellent understanding of QHSE regulations and environmental protection standards.
Ability to lead teams in high-pressure emergency situations.
Strong communication, reporting, and stakeholder management skills.
Analytical mindset with experience in incident investigation and risk assessment.
Ability to work offshore, on vessels, and in remote field locations.
Job Experience:
5—10 years in QHSE roles within oil & gas, marine operations, or emergency response.
Direct experience in oil spill response operations or environmental incident management.
Proven leadership in field safety supervision and emergency coordination
Experience in emergency response environments and ICS structure.
Proven ability to lead safety programs and influence safety culture. Technical Skills
Strong knowledge of spill-response operations, marine safety, and environmental protection.
Ability to conduct risk assessments, incident investigations, and safety audits.
Familiarity with environmental monitoring, waste management, and pollution control.
Proficiency with HSE management systems and reporting tools. Soft Skills
Strong leadership and communication abilities.
High situational awareness and sound judgment under pressure.
Ability to coach, mentor, and influence diverse teams.
Strong analytical and problem-solving skills.
Others:
Ability to read and assimilate technical and scientific information.
Not more than years of age
Ability to manage a heavy workload and regular travels.
Support environmental emergency response situations on short notice, where the applicant will support field teams and provide technical support to personnel at the site in a high-pressure situation.
The ability to respond quickly, within a mandatory response time, is required.
Overnight travel and support projects on a national scale with the potential for weekend work is required.
Capable of wearing and working in an air purifying respirator and special bTeathing apparatus (SBA).
Periodic long workdays, including 12+ hours, especially when in the field.
Additional Requirements:
Oil Spill Response (OSR) experience is mandatory.
Possession of current Driving License, BOSIET Certificate, medical Certificate of fitness and Swimming Passport is mandatory
