We are recruiting to fill the position below:
Job Title: Project Officer
Location: Biu, Borno
Type of appointment: Fixed-term Contract
Contract duration: 6 months
Work schedule: Full-time (40 hours per week)
Reports to: Project Coordinator
Start date: June 1, 2026
Status: National Position
Objective of the Position
The role supports local authorities, community structures, and implementing partners to strengthen inclusive planning, budgeting, and service delivery processes, in line with Oxfam’s values of accountability, empowerment, and inclusion, and GIZ’s results-based, partnership-oriented, and sustainability-focused implementation approach.
Ensure systematic integration of gender equality, inclusion (persons with disabilities, IDPs, host communities, and returnees), conflict sensitivity, and environmental sustainability.
Apply Do No Harm, safeguarding, and protection principles in all project activities.
Identify, escalate, and mitigate potential safeguarding, protection, or conflict‑related risks in collaboration with partners and LG stakeholders.
Prepare and submit high‑quality weekly, monthly, and quarterly activity and progress reports.
Participate in project review meetings, reflection sessions, and planning processes.
Contribute to organizational learning by sharing field insights and recommendations
Collaborate with other projects within the country program to ensuring adherence to one program approach.
Capacity Building & Mentorship:
Provide guidance to the partners on identified areas of gaps.
Facilitate Field knowledge sharing to strengthen quality programming within the project team and partner organizations.
Other Duties:
Perform any other tasks delegated by the Project Coordinator or the Program Manager, Accountable Governance to ensure smooth implementation of CDP Project.
Bachelor’s degree in social sciences, development studies, or a related field. A master’s degree is an added advantage.
Minimum of 4 years of experience in community development with strength in social cohesion or related fields.
Proven experience in working with communities and engaging diverse stakeholders
Experience working with international organizations and other CSOs on governance and strengthening community participation.
Strong knowledge and practical experience in monitoring and evaluation methodologies, data collection techniques, and analysis.
Excellent written and verbal communication skills, with the ability to present information clearly and concisely. Ability to facilitate workshops and community forums.
Strong organizational and time management abilities, with the ability to manage multiple tasks and meet deadlines.
Familiarity with the socio-political context of Adamawa and Borno States and knowledge of local languages is desirable.
Proficiency in computer applications, including Microsoft Office

Conflict Sensitivity & Safeguarding: Ability to integrate Do No Harm and safeguarding principles into programme delivery.

Desirable:
Prior experience working in governance and social cohesion initiatives, or donor-funded projects.
Knowledge of local Government context.
Familiarity with partner capacity building and training.
