Job Title: Deputy Safety Manager
Location: Apapa, Lagos

Job Description
The Deputy Safety Manager supports the Safety Manager in implementing, monitoring, and improving the company’s safety management systems and procedures.
The role ensures compliance with HSE regulations, supports risk assessments, leads site inspections and investigations, and promotes a strong safety culture across terminal operations.
The Deputy Safety Manager acts as a bridge between the safety team, operations staff, and contractors, helping to ensure that day-to-day activities meet safety expectations.
Key Duties and Responsibilities
HSE Policy Implementation & Monitoring:
Assist in enforcing compliance with TICT’s safety policies, procedures, and local/international safety regulations
Support the execution of safety strategies and initiatives aligned with terminal operations
Participate in the regular review and update of safety policies and risk control procedures
Monitor the availability and condition of emergency equipment and PPE
Risk Assessment & Incident Management:
Support the coordination of hazard identification, risk assessments (HIRA), and job safety analyses (JSA)
Investigate incidents, near misses, and unsafe conditions; assist in root cause analysis and ensure corrective actions are implemented
Maintain and update incident registers, investigation reports, and follow-up logs
Conduct routine and ad-hoc safety inspections of terminal operations, equipment, and work environments
Participate in internal and external audits; track and support the closure of corrective actions
Ensure compliance with statutory requirements and safety audit standards
Training & Safety Awareness:
Support the planning and delivery of safety induction, toolbox talks, and refresher training programs for staff and contractors
Promote safety campaigns, awareness initiatives, and weekly HSE engagement meetings
Assist in developing and maintaining emergency response plans and procedures
Participate in emergency drills and ensure response readiness across teams
Maintain up-to-date training records and develop safety communication materials
Provide feedback and support for the development of safety programs and project
Contractor & Compliance Monitoring:
Ensure contractors and third parties adhere to TICT’s safety standards and operating procedures
Review and verify contractor safety plans, permits-to-work, and compliance documentation
Monitoring & Reporting:
Prepare and submit safety performance reports, incident summaries, and KPI dashboards
Maintain documentation for regulatory compliance and audit readiness
Provide input for monthly and quarterly safety review meetings
Other Responsibilities:
Perform other duties as assigned by the Line Manager
Minimum Educational Qualifications / Certifications / Years of Experience
Bachelor’s Degree in Environmental Science, Engineering, Occupational Health & Safety, or a related field.
5 - 7 years’ experience in HSE experience, with at least 2 years in a supervisory or leadership role.
NEBOSH International General Certificate (required).
ISO 45001 Lead Auditor, HSE Level 1-3, or equivalent (preferred)
Membership in relevant professional bodies (e.g., ISPON, IOSH, etc.) is an advantage.
Prior experience in ports, terminals, logistics, oil & gas, or manufacturing environments is highly desirable.
Skills and Competency Requirements:
Strong understanding of HSE laws, regulations, and industry standards (e.g., ISO 45001, OSHA).
Knowledge of terminal operations, equipment safety, and contractor management.
Familiarity with environmental management and emergency response procedures.
Proficiency in HSE reporting tools and Microsoft Office Suite.
Ability to conduct safety inspections, audits, risk assessments, and investigations.
Strongpresentationand training facilitation skills.
Ability to influence safety culture and supervise HSE personnel.
Rootcause analysisand problem-solving.
Clear and effective written and verbal communication.
Accurate documentation and compliance tracking.
Takes initiative in identifying and mitigating risks.
