Job Title: Monitoring, Evaluation and Learning Officer

Project Scope
The RISE (Resilient and Inclusive Agrifood Systems Empowering Women and Youth in Nigeria) project, funded by Global Affairs Canada (GAC), is a five-year initiative aimed at promoting climate-resilient, inclusive, and sustainable economic growth in Nigeria.
The project will be implemented by MEDA (Mennonite Economic Development Associates) in partnership with Sahel Consulting Agriculture and Nutrition Ltd., and five other consortium partners.
Together, the organizations will work to improve the livelihoods of smallholder farmers and small-scale entrepreneurs within the Rice, Maize, Groundnut and Soybean value chains, particularly women and youth in Bauchi, Kaduna and Kano states.
The initiative aligns with Canada’s aim to address gender equality, human rights, and environmental sustainability throughout its implementation.
The MEL Officer will support the implementation of the Monitoring, Evaluation, and Learning activities for the RISE project. Working under the guidance of the Senior MEL Officer, the MEL Officer will assist in data collection, entry, analysis, data quality assurance, consortium data harmonization, and reporting to ensure effective tracking of project performance and outcomes.
Role Responsibilities
Data Collection, Management, and Analysis:
Support the administration of surveys, interviews, focus group discussions, and other data collection activities.
Support consolidation and review of MEL data submitted by consortium partners.
Ensure accurate and timely data entry into project databases and monitoring tools.
Maintain organized and up-to-date records of MEL data and documents.
Support gender-disaggregated data collection and analysis to monitor outcomes for women and youth.
Monitoring Support:
Conduct routine monitoring visits to project sites to track activity implementation and beneficiary feedback.
Conduct spot checks and basic quality assurance for field-level data.
Compiling monitoring reports and flagging key observations or issues.
Learning and Adaptive Management:
Support baseline, midline, and endline assessments by coordinating logistics and gathering data
Assist in synthesizing findings for learning briefs and management decision-making.
Assist in analyzing trends and summarizing findings for internal learning.
Participate in learning sessions, program review meetings, and team reviews.
Reporting and Communication:
Contribute to the development of progress reports, dashboards, and success stories.
Generate visualizations (charts, tables, infographics) from MEL data.
Ensure timely submission of assigned inputs for reports and donor updates.
Compliance and Quality Assurance;
Provide logistical and administrative support for MEL-related training and workshops.
Liaise with field teams to provide guidance on the use of MEL tools and templates.
Conduct data verification, validation, consistency, and completeness checks.
Identify and flag outliers, discrepancies, and anomalies for resolution.
Support periodic internal data quality reviews and external audits.
Work collaboratively with the program team to ensure data needs are met.
Role Requirements
Bachelor’s degree in Statistics, Development Studies, Agriculture, Social Sciences, or related fields.
At least 2 years of experience in a MEL or research support role within development projects with a basic understanding of qualitative and quantitative research methods
Familiarity with basic data collection, analysis and reporting tools (e.g., KoboToolbox, ODK) and MS Excel and Power BI.
Strong willingness to learn, travel to field sites, and support diverse project teams.
Good understanding of gender transformative and climate- sensitive data collection, analysis and reporting
