The Centre for Social Cohesion, Peace and Empowerment (CENSCOPE) is a non-profit organization that focuses on promoting the ideals of self-sustainability, equality, and social justice to the members of society. It was founded in the year 2014 out of the need to give succor and support to the victims of armed conflict and natural disasters in Nigeria.
The BAY states of Northern Nigeria (Borno, Adamawa, and Yobe) have faced prolonged humanitarian crises, insecurity, and displacement.
Persons with disabilities (PWDs) and other vulnerable populations are disproportionately affected, facing barriers to accessing services, protection, and opportunities for resilience.
The project Breaking Barriers: Enhancing Safety, Dignity and Resilience for Persons with Disabilities in BAY states seeks to strengthen disability inclusion in humanitarian and development programming.
A critical first step is mapping existing services, organizations, and resources to inform program design, partnerships, and advocacy.
Objective of the Assignment
The consultant will conduct a comprehensive mapping of services, organizations, and resources available to PWDs and vulnerable populations in the BAY states. This will:
Identify existing disability-focused and disability-inclusive actors.
Highlight gaps, overlaps, and opportunities for collaboration.
Provide evidence to guide inclusive program design and partnerships.
Scope of Work
The consultant will:
Desk Review:
Review existing reports, policies, and data on disability inclusion in BAY states.
Analyze national and state-level frameworks relevant to PWDs
Stakeholder Mapping:
Identify government agencies, NGOs, CBOs, OPDs (Organizations of PWDs), UN agencies, and private sector actors providing services to PWDs.
Document their mandates, geographic coverage, target groups, and capacities.
Assess accessibility, inclusiveness, and relevance to PWDs and vulnerable groups.
Resource Mapping:
Identify funding streams, technical resources, and infrastructure supporting disability inclusion.
Highlight partnerships and networks in place.
Gap Analysis:
Identify unmet needs, duplication of efforts, and barriers to access.
Provide recommendations for strengthening coordination and inclusion.
Validation Workshop:
Present findings to stakeholders for validation and feedback.
Incorporate input into the final report.
Deliverables:
Inception Report (methodology, tools, work plan).
Draft Mapping Report (stakeholder, service, and resource mapping with preliminary analysis).
Validation Workshop Report (summary of feedback and adjustments).
Final Mapping Report (comprehensive document with recommendations, annexes, and database of actors/resources).
Presentation Deck for dissemination to partners.
Duration:
The assignment is expected to last 6–8 weeks, including desk review, fieldwork, validation, and final reporting.
Required Qualifications
Advanced degree in social sciences, development studies, disability studies, or related field.
Minimum 7 years of experience in humanitarian or development programming, with at least 3 years in disability inclusion.
Proven experience in stakeholder mapping, service assessments, and participatory research.
Strong knowledge of the BAY states’ humanitarian and development context.
Excellent analytical, writing, and facilitation skills.
Fluency in English required; knowledge of Hausa/Kanuri is an asset.
Reporting & Supervision:
The consultant will report to the Project Coordinator of Breaking Barriers and work closely with the Disability Inclusion Project Officers. Regular updates will be provided to the project steering committee.
Ethical Considerations
Ensure adherence to humanitarian principles and disability inclusion standards.
Obtain informed consent from participants.
Guarantee confidentiality and data protection.
Apply a gender-sensitive and inclusive approach throughout.
