Job Title: Senior Field Supervisor
Locations: Maitama - Abuja (FCT), Adamawa and Borno
Employment Type: Contract
Background of the Assignment
- The Labour Market Assessment aims to generate evidence-based insights into labour market opportunities, skills demand, vocational training gaps, and priority economic sectors in conflict-affected communities in Adamawa and Borno States.
- The findings will support the design of market-responsive vocational skills programming for displaced and vulnerable youth.
- The assignment will involve employer surveys, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), market observations, value chain analysis, and TVET provider mapping.
- To support effective field implementation, Seismic Consulting Group seeks to engage two highly competent External Consultants/Field Supervisors to coordinate and supervise all field activities within the assigned states.
Purpose of the Position
- The External Consultants / Field Supervisors will serve as the operational leads for all field activities within their assigned locations.
- They will coordinate data collection teams, manage stakeholder engagement, ensure quality assurance of field data, supervise logistics and security arrangements, and provide daily operational reporting to the Overall Project Coordinator.
Key Roles and Responsibilities
Field Coordination and Supervision:
The consultants will:
- Coordinate all field activities within assigned LGAs.
- Supervise enumerators and field researchers.
- Ensure adherence to the approved work plan and methodology.
- Monitor daily field movement and deployment schedules.
- Ensure timely commencement and completion of field activities.
- Provide technical guidance to field teams during data collection.
Stakeholder Engagement and Liaison:
The consultants will:
- Liaise with state ministries, local government authorities, and community leaders.
- Coordinate access approvals and entry protocols.
- Engage community gatekeepers and institutional stakeholders.
- Facilitate appointments for KIIs and FGDs.
- Maintain positive relationships with local actors and partners.
Data Collection Oversight:
The consultants will supervise and coordinate:
- Employer surveys
- Key Informant Interviews (KIIs)
- Focus Group Discussions (FGDs)
- Market observation exercises
- TVET provider mapping activities
- Value chain field validation activities.
Data Quality Assurance:
The consultants will:
- Conduct spot-checks and back-checks on completed questionnaires.
- Review submitted data daily for completeness and consistency.
- Ensure compliance with research ethics and data protection standards.
- Identify and resolve data quality issues in real time.
- Ensure accurate recording of field observations and interview notes.
Logistics and Operational Management:
The consultants will:
- Coordinate transportation and field logistics.
- Organize venues for FGDs and stakeholder engagements.
- Ensure availability of field materials and supplies.
- Support safe and efficient movement of field teams.
- Coordinate accommodation and movement schedules where necessary.
Security and Risk Monitoring:
The consultants will:
- Monitor local security situations and movement advisories.
- Ensure compliance with safety and safeguarding protocols.
- Immediately report security incidents or operational risks.
- Advise the Project Coordinator on contextual developments affecting implementation.
Reporting and Documentation:
The consultants will:
- Submit daily field progress updates
- Prepare weekly implementation summaries
- Document field challenges and mitigation measures
- Maintain records of stakeholder engagements and field activities
- Support preparation of field reports and validation workshop documentation
Specific Responsibilities by Location
External Consultant / Field Supervisor – Borno State:
Coverage Areas:
- Maiduguri Metropolitan Council (MMC)
- Jere LGA.
Additional Expectations:
- Strong familiarity with the humanitarian and security context in Borno State.
- Ability to coordinate fieldwork in conflict-sensitive environments.
- Experience working with displaced populations and humanitarian actors.
External Consultant / Field Supervisor – Adamawa State:
Coverage Areas:
- Fufore LGA
- Yola South LGA
- Madagali LGA.
Requirements
Additional Expectations:
- Minimum qualification: Bachelor’s Degree.
- Preferred fields: Economics, Sociology, Development Studies, Statistics, Peace and Conflict Studies, International Development, Social Sciences, Education, or related disciplines.
- Additional qualification: Master’s degree is an added advantage.
- Strong understanding of local economic and social dynamics in Adamawa State
- Ability to engage rural and hard-to-reach communities
- Experience managing field operations across multiple LGAs
Professional Experience:
Applicants must demonstrate:
- Minimum of 5 years of experience in field research, labour market assessments, livelihoods studies, TVET assessments, or socio-economic surveys.
- Proven experience coordinating field teams and data collection exercises.
- Strong experience conducting or supervising:
- KIIs
- FGDs
- Household / business surveys
- Market assessments.
- Previous experience working in humanitarian or conflict-affected settings.
- Familiarity with northeast Nigeria operational contexts.
- Experience working with NGOs, INGOs, UN agencies, or development partners is highly desirable.
Deliverables Expected from the Consultants:
The selected consultants will be expected to submit:
- Daily field monitoring reports.
- Weekly progress reports.
- Stakeholder engagement updates.
- Field validation and quality assurance reports.
- Final field implementation summary report.
Reporting Line:
- The External Consultants / Field Supervisors will report directly to Project Coordinator, Seismic Consulting Group
Duration of Engagement:
- The consultancy will run for a period of 30 Days.
- Expected commencement date will be communicated to successful candidates.
