We are recruiting to fill the position below:

Job Title: Nigerian Content Lead

Location: Port Harcourt, Rivers

Key Deliverables

• This position is responsible for the internal and external liaison with NCDMB.
• Support supply chain and business development activities at tender and execution stages.
• Ensure compliance with the NOGICD Act on all tenders and at project execution.
• Own and implement Nigerian content-related strategies.
• This position develops, improves, and fulfills organizational and functional objectives in procurement and supply.
• Formulates direction, manages change, and leads and influences internal and external stakeholders in procurement and supply.

Key Roles and Responsibilities

• Ensure end-to-end Nigerian content strategy formulation and implementation from Tender stage to project execution.
• Utilize intelligence on available in-country capacity and guide on strategic partnerships to optimize Oilserv’s chance of winning tenders.
• Champion local capacity development programs down the supply chain
• Monitor the work of internal stakeholders to ensure that the codes of ethics in procurement and supply are upheld.
• Responsible for Nigerian content plans, NCCC, HCDI implementation, Nigerian content performance reporting, NCDF remittance, Expat quota compliance monitoring, and all Nigerian Content related activities at Tender and Project execution.
• Advise internal stakeholders of the procedures that apply to the separation and segregation of duties in performing roles in procurement to prevent fraud and error.
• Liaise with stakeholders to mitigate the impact of supply chain disruptions on the organization and its customers and suppliers.
• Advise internal stakeholders on the operation of financial budgets and assess the causes of variances compared with planned expenditures related to the procurement of goods or services.
• Formulate SMART targets for local supplier performance and agree on their application with suppliers and other stakeholders.
• Ensure that Supplier relationship management processes and improvement plans are proactively executed.
• Evaluate the financial, commercial, and technical capabilities of potential local suppliers.
• Monitor the supply of goods and services to ensure that required performance standards and KPIs are achieved and identify where changes in the contract or other changes are required, taking actions to implement them.
• Advise on sustainable procurement and ensure compliance with adopted standards such as ISO 20400 sustainable procurement.
• Work with stakeholders to eliminate bribery, corruption, and fraud in OilServ’s supply chain.
• Promote ethical and sustainable procurement in the organization and its supply chain.
• Set standards for dealing with suppliers to ensure that regulations relating to local content are upheld.
• Work with cross-functional teams and suppliers to create data and reporting that improves spending transparency and supports informed decision-making. Be able to resolve issues where the data gathered is not sufficient.
• Analyze and advise on the legal and commercial implications relating to the formation of contracts with local companies and communities.
• Apply relevant Nigerian content flow-down requirements in the supply chain.
• Evaluate the use of make-or-buy sourcing strategies, considering core competencies, and identify the critical success factors for the outsourcing or insourcing of work or services.
• Create risk assessments, registers, or other risk evaluation tools and agree on actions to mitigate Nigerian content supply chain risks with suppliers and other stakeholders.
• Promote positive working relationships by building on the different strengths of people in the team.
• Support the professional development of team members, motivate, and enhance their performance.
• Develop and implement plans for the training and development of staff and other stakeholders to further the organization’s awareness of Nigerian Content requirements.
• Drive compliance with Occupational Health, Safety, Quality, and Environmental policies, processes, procedures, and applicable laws/legal requirements across the business.
• As assigned by the Group Head of Supply Chain Management and Group Business Development and Commercial Manager.

Job Requirements & Qualifications

• Minimum of 10 years of experience in the procurement function, out of which a minimum of 2 years must have been in a Nigerian content compliance role.
• MCIPS – Completed level 6 and an MBA will be added advantages.
