BackGround
The IMPAACT4HIV (I4HIV) Project, funded by UNITAID/AURUM Institute, supports the implementation of the WHO STOP AIDS package to improve identification, diagnosis, and management of Advanced HIV Disease (AHD) among children living with HIV in Nigeria. Recent Service Quality Assessments (SQA) and Data Quality Assessments (DQA) identified critical gaps across supported facilities.
In line with the project’s design and objectives, and to address the identified gaps above, the project is implementing a Continuous Quality Improvement (CQI) approach, which will be supported by strong technical leadership in M&E systems strengthening.
Objectives
The Senior Associate, M&E and QI will provide technical leadership and coordination for:
Monitoring and evaluation systems.
Data quality assurance.
Implementation and scale-up of QI initiatives.
Use of data for decision-making.
The role will ensure that facility-driven QI projects are data-informed, monitored effectively, and aligned with program outcomes.
Key Responsibilties
Lead the design and strengthening of M&E systems for pediatric AHD services across supported facilities.
Develop and standardize data collection tools, reporting templates, and indicator definitions.
Oversee routine data collection, validation, analysis, and reporting at facility and state levels.
Conduct and coordinate routine Data Quality Assessments (DQA) and implement data quality improvement plans.
Provide technical leadership for the design and implementation of facility-level Quality Improvement (QI) projects.
Support facilities to develop QI project charters, including aims, indicators, and change ideas.
Guide implementation of QI methodologies, including PDSA cycles, root cause analysis, and run charts.
Establish and manage systems for tracking QI performance indicators across facilities.
Provide supportive supervision and mentorship to Facility QI Teams, state teams, and data staff.
Promote the use of data for decision-making through routine data review meetings and performance monitoring.
Coordinate preparation of weekly, monthly, and quarterly reports, dashboards, and presentations.
Engage and collaborate with key stakeholders (SASCP, implementing partners, facility teams) to ensure alignment and effective program implementation.
Key Deliverables
Functional M&E system for pediatric AHD across supported facilities.
Standardized QI tools and reporting templates.

Monthly and quarterly performance reports.
Run charts and dashboards for facility performance monitoring.
Documentation of best practices and lessons learned.
Qualifications & Experience
Bachelor’s Degree in public health, Epidemiology, Statistics, or related field.
Minimum of 5 years of experience in M&E and/or Quality Improvement in HIV or public health programs.
Strong experience in:
Data quality assessment (DQA)
Health information systems
Implementation of QI methodologies (PDSA cycles, root cause analysis)
Experience working with HIV programs, particularly pediatric or AHD programs
Proficiency in data analysis tools (Excel, DHIS2, Power BI, STATA, or similar)
Experience with digital data collection tools (e.g., KoboCollect, ODK).
